R -- CRYPTOGRAPHIC SECURITY TECHNOLOGY SOFTWARE SOL 52-SOBC-7-00007 POC Gloria Smith, 301/457-1867 The Bureau of the Census (BOC) intends to acquire on an other than full and open competition basis the design, integration and development of a software system for Electronic Signature requirements, under the authority of FAR 6.302-1. The system will be designed to integrate an in-house Oracle application with cryptographic security technology validated by the Cryptographic Module Validation Board. The purpose is to achieve a paperless environment sanctioned by the General Accounting Office in compliance with the Federal Managers' Financial Integrity Act. It is the BOC's belief that Gradkell Systems, Inc., Huntsville, Alabama is the only company that can successfully provide this system. Gradkell holds a Secret Level Facility Clearance through the Defense Industrial Security Clearance Office. All responsible sources capable of meeting this requirement are invited to respond to this announcement by submitting information that includes technical capabilities, pricing and any other information which demonstrates their ability to meet this need. This information will be considered only if it shows clear and convincing evidence of their ability to meet the requirement and that is considered advantageous to the Government. Detailed capabilities must be submitted to the above address and reference 52-SOBC-7-00007 within 45 days from the date of this notice. This synopsis is not to be considered a request for proposal. No solicitation document is available and telephone responses will not be honored. No contract will be awarded based on offered received in response to this notice.
