combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested; and
a written solicitation will NOT be issued. This requirement has been
assigned a response number of DE-RP04-97AL76684 and will need to be
referenced on all offers/responses to this announcement. The
requirement will be awarded under full and open competition. For
information purposes, the assigned Standard Industrial Classification
(SIC)Code for this procurement is 3484 with a corresponding size
standard of 1000 employees. This commercial item incorporates the
provisions and clauses that are in effect through Federal Acquisition
Circular 90-46. No substitute items will be accepted. The U.S.
Department of Energy, Albuquerque Operations Office (AL) is
acquistioning for 300 M16A4 Rifles. The Rifles shall be of M16A4
design, firing the 5.56x45mm NATO cartridge. The rifles shall meet all
applicable MilStd and MilSpec requirements for material, finish and
function. The upper receiver assembly shall have the following
features: 20- M16A2 -profile barrel, chrome line, with 1x9- rifling
twist; Smith Arms "Vortex" flash suppressor installed on muzzle;
fixed/forged M16A2 front sight assembly, with square post front sight
adjustable for elevation zero, and bayonet lug; standard M16A2 fore
end; flattop upper receiver with forward bolt assist, brass deflector,
and MilStd 1913 Picatnny rail on upper surface; detachable carrying
handle which will mount on Picatinny rail, incorporating M16A2
field-adjustable rear sight assembly. The lower receiver assembly shall
have the following features: selective fire (3-position selector lever;
safe, semi-automatic, and fully automatic); standard M16A2 rigid
buttstock and pistol grip. The rifle shall be capable of shooting an
average group size of 2 minutes of angle or less, at ranges from 100 to
500 yard, when fired from a sandbag-supported prone position, using
M855 ball ammunition, with a 4x telescopic sight. Delivery is to US.

Contract Terms and Conditions required to Implement Status or
