combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 of the Federal Acquisition
Regulation, as supplemented with additional information included in
this notice. This announcement is the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
Request for Proposal Number is DTCG33-97-Q-PW004 and incorporates
provisions and clauses in effect through Federal Acquisition Circular
90-46. This acquisition is a small business set-aside under SIC Code
3663. The contract type will be firm-fixed price. The scope of work
will be for an automated independent surveillance system (AIS) using
the brand name or equal items. The following part numbers listed are
manufacturered by ROSS ENGINEERING, Largo, FL. The AIS will include one
of each of the following with the exception of the Cards which will
include two each: DSC500RS Simplex Transceiver (#0010019010), DSC500RD
Duplex Transceiver (#0010019020), DSCPC Cards(#DSCPC), DSC Controller
19" Rack MTD (#DSCCTRL), Transceiver Cabinet Wired (#0810014003), Base
Sta 50W Linear Power AMP (#00100194), DSC Power Supply (#PWRSUP), UPS
W/Ext Battery (#UPS), Combiner/Multicoupler System (#CMBNR), AIS
Workstation W/Clr Mon (#WRKSTA), Installation, System Checkout and
Training for AIS System, FOB Destination. The AIS will be installed at
the USCG Puget Sound Vessel Traffic System, 1519 Alaskan Way South
(Pier 36), Seattle, WA, by the end of August 1997. REQUIREMENTS: The
AIS equipment must be commercially available. It must be based on
Digital Selective Calling (as approved by the Configuration Control
Board), and it must comply with International Telecommunications Union
(ITU) world standards for AIS. These standards include: Recommendation
493 -- Digital Selective Calling for Use in the Maritime Mobile
Service; Recommendation 554a -- Operational Procedures for the Use of
Digital Selective Calling Equipment in the Maritime Mobile Service and
Recommendation 825-2 (Annex 2) -- Characteristics of a Transponder
System using Digital Selective Calling Techniques for use with Vessel
Traffic Services and Ship-to-Ship Identification. GMDSS/SOLAS standards
for handling Channel 70 distress messages. Recommendation ITU-R M.1084
-- The units must be capable of operating in narrow-band interstitial
paired frequency channels, such as 221, 281, 222, 282, 223, and 283,
which are within the Coast Guard's current VHF allocation. This
provides messaging standards for a high number of position reports per
second using the ITU approved messages. A high reporting rate (four
reports per second) is required for fusion of the AIS position track
reports with existing radar-based track reports. Between substantially
equal proposals, the proposed price will become the determining factor
in selection for award. FAR 52.212-2, Evaluation -- Commercial Items
applies. The ratings will be (1) compatibility, (2) past performance,
(3) warranty, (4) availability of technical assistance, and (5)
availability of spare parts. Between proposals with different ratings,
a determination will be made as to whether the additional technical
merit or benefits reflected by a higher priced proposal warrants
payment of the additional price. This solicitation incorporates the
following FAR clauses: FAR 52.212-3, Offeror Representations and

offer a completed copy of provision, FAR 52.212-3. (Copies of FAR

Conditions Commercial Items, applies to this acquisition; FAR 52.212-5,

(2) name and address, point of contact and telephone number of the
offeror; (3) terms of any expressed warranty; (4) price and discount
terms; (5) "remit to" address if different from mailing address; (6)
TIN number; (7) a complete copy of the representations and
certifications; (8) a statement specifying the extent of agreement with
all terms, conditions, and provisions included in the solicitation; and
(9) sufficient technical literature and description to allow the
Contracting Officer to evaluate conformance with the technical
requirements as well as evaluate the offeror's past performance
qualifications and proposed delivery schedule. The following notice is
for informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises. The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
