Telecommunication and Information Administration (NTIA) is seeking to
purchase twelve (12) pan/tilt units, 12 rack mountable controllers and
12 built-in heaters (if necessary) for cold temperature operation in
accordance with the following specifications. Maximum operating voltage
shall be 24 VDC. The pan/tilt shall have a flat surface that is a
minimum of 6 inches by 6 inches for mounting the payload. This surface
shall have a minimum of 0.5 inches of clearance on the bottom side and
infinite clearance on the top side for all angles of rotation. This
surface shall accommodate a minimum of 25 pounds of payload. The
pan/tilt shall be designed for outdoor use. This includes an operating
temperature range of -20 degrees F to +110 degrees F and appropriate
sealing to prevent the ingression of rain or snow. The enclosure shall
be metal. The pan/tilt shall not exceed dimensions of 18L x 18W x 18H
inches and the weight shall not exceed 40 lbs. Mating connectors shall
be provided for all connectors. The DC motors shall be protected from
damage when the pan/tilt reaches its extremes of pan and tilt. The
pan/tilt shall pan over a minimum of 380 degrees with a user adjustable
speed range of 1 to 10 degrees/second. The pan/tilt surface shall tilt
over a minimum of completely horizontal to completely vertical when
the entire unit is mounted on a horizontal surface with a user
adjustable speed range of 0.5 to 3 degrees/second producing a minimum
torque of 60 foot-pounds. The pan/tilt shall be mountable to a flat
horizontal surface. The pan/tilt shall have encoders to read the
current angles of pan and tilt. The following specifications apply to
the accompanying control unit. The control unit shall be standard 19
inch rack mountable. The front face of the control unit shall have
controls for panning left and right, controls for tilting up and down,
continuously variable speed controls for panning and tilting, a
display showing the current pan angle to the nearest degree or better,
a display showing the current tilt angle to the nearest degree or
better, and a power switch. The control unit shall be powered from 115
VAC and shall provide up to 24 VDC to the pan/tilt unit. The control
unit shall have a metal enclosure. Interested sources proposing to
supply an equivalent system must submit a written qualification
statement clearly establishing capability to meet the above
requirements within 15 days from the date of this synopsis. The
qualification statements will be used to determine the need for
competitive bids. In the absence of other qualified sources, it is the
intent of the Government to negotiate a sole source contract under the
authority of 41 U.S.C. 253(c)(1) with Quickset International, 3650
Woodhead Drive, Northbrook, IL 60062 as this source is considered to be
the only responsible source and no other items will satisfy agency
