The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Systems and Electronics, Incorporated (SEI) to procure 20 Multi-Purpose Stroke/Raster Display Monitors. The monitors must meet the following requirements in a single display: Active matrix Liquid Display (LCD) 10.4 inch diagonal minimum, maximum weight 17 pounds, touch panel screen minimum 4096 X 4096 touch points; 640 X 480, 256K colors minimum; dot size 0, maximum 0.33 mm; PC-104 expansion capability; viewing angle minimum + -- 60 degrees vertical; 35 degrees right; 55 degrees left; at least 150 foot-lambert brightness; keyboard emulation; touch screen control of switching analog input displays; automatic interlace and non-interlace display capability; PC VGA compatible display; analog inputs presented real time with no data loss; composite video input RS-170: 525 scan lines; RS-343A: 575, 626, 675, 729, 875 scan lines; NTSC video output; RGB video output; stroke video inputX, Y inputs-12.5 to + 12.5 volts; Z input -1 to +5 volts; blanking input: TTL On/Off; VGA input from host ATE control; serial number accessible through communications interface. Delivery required within 6 months.As the designer, developer and manufacturer of the monitor, SEI is the only known company capable of making the necessary equipment within the time required. The Government does not own data, drawings or technical specifications for this equipment. All responsible sources are encouraged to submit a proposal which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
