The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA intends to award on a sole source basis a contract to Performance Support Systems for a permanent unlimited usage license of the 20/20 Insight Software. This software will be used to support multi-rater feedback as an integral part of the Personnel Demonstration Project. The requirement includes the following: full flexibility for local customizing of questions, scales, and report formats; ability to also use instruments to support other survey uses such as needs assessments, orgainizational climate surveys, customer surveys, peer feedback, etc.; ability to provide anonymous comments to clarify the rating on each question; support for development planning based on assessment results; ability to roll up results across organizational levels; support for comparison of results between administrations (i.e. to track improvements over time); fully automated process for administration, scoring and reporting; simple to load and administer/good system documentation; technical support available without additional annual costs; and reasonable per assessment costs and long-term system costs, including upgrades.
