The Operational Contracting Division at Kirtland AFB, NM is seeking sources who can provide a Cathodic Protection and Gas Line Leak Detection Survey. The survey shall include performance testing and gas line leak survey. All personnel conducting Cathodic Protection testing and measurements shall be certified by the National Association of Corrosion Engineers (NACE). Proof of certification shall be provided prior to award of contract. The basic period of performance will be from 01 Oct 97 through 30 Sep 98; with four -- one year options. This requirement is estimated to be less than $100,000 per year. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The purpose of the Ombudsman is not to diminish the authority of the project director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Before contacting the Ombudsman, potential offerors should first communicate with the contracting officer.
