NASA Goddard Space Flight Center (GSFC) is seeking potential 8(a)
sources and industry input on the draft technical document [see end of
synopsis] to create end-to-end systems and technologies that are able
to transform remotely sensed data into useful information for NASA
research and for public applications through creation of prototype
systems and validation of the technologies in actual applications. The
technical document is available on the Internet at the location
described at the close of this notice. (The contract schedule will be
released with the final solicitation). The work strategy involves
creating three interacting operational elements that combine to
expedite the flow of technologies and systems from applied research to
practical application of data products. The three operational elements
are 1) applied research, 2) technology integration, systems development
and support, and 3) applications development, field validation and
outreach. The contractor shall provide technical support in several
areas that include theoretical, experimental and developmental efforts
in the laboratory and in the field. Administrative functions that
support national and international collaboration are also required. The
proposed procurement is being set-aside for 8(a) contractors. The
Contractor will furnish all management, labor, and documentation; and
a portion of the facilities and equipment necessary to accomplish the
requirements. The proposed contract type is Cost-Plus-Incentive-Fee
(CPIF)/Indefinite-Delivery, Indefinite-Quantity (IDIQ). The Contractor
will be responsible for operations using a performance based incentive
contract via performance orders. There will be metrics associated with
each order. The anticipated period of performance is one year with
four, one-year options. The incentive strategy for this effort will be
based on cost, schedule, and performance. The contractor will also be
responsible for a smooth transition from the current program to the
new approach without disruption of the program. The Government is
particularly interested in industry recommendations for contract
incentive and performance based features. Interested parties must
contact the Contract Specialist listed in this notice by COB JULY 31,
1997 to participate in the market research and industry input process.
NASA/GSFC intends to issue the remaining portions of the draft
solicitation at a later date. An ombudsman has been appointed -- See
Note "B". This synopsis is for information and planning purposes and is
not to be construed as a commitment by the Government, nor will the
Government pay for the information solicited. Potential offerors are
advised that this draft technical document (with draft RFP to follow)
is not a solicitation and NASA is not requesting proposals. Respondents
will not be notified individually of the results of the review.
However, a summary of the disposition of significant draft RFP comments
will be included with the final RFP document. The technical document
and updates (if any) related to this planned procurement will be
available over the Internet and will be in ASCII or RTF format and will
reside on a World-Wide-Web (WWW) server, which may be accessed using a
WWW browser application. It is the offeror's responsibility to monitor
this site for the release of the solicitation or amendments (if any).
