The Minerals Management Service (MMS) of the Department of Interior intends to competitively award a contract for construction of three databases describing the Outer Continental Shelf Energy Production and Development (OCSPD) emissions of primary air pollutants during three periods. In addition, the contractor shall upgrade our current Air Emissions Inventory System (AEIS). Tasks under this contract will include database creation and design, QA/QC, software upgrade, and empirical modeling. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. BACKGROUND: MMS is interested in the air quality in the Gulf of Mexico as it relates to OCSPD. In this effort, we are studying three separate periods of time. The periods cover all of the years 1977 and 1988, and 12 consecutive months spanning 1997 to 1998. The pollutants to be included are CO, NOX, SO2, Total Suspended Particulates (TSP), Total Hydrocarbons (THC), and Volatile Organic Hydrocarbons (VOC). The MMS needs these databases to determine how NO2 and SO2 concentrations over the Breton National Wilderness Area (BNWA) have changed due to OCSPD over time. For the 1977 and 1988 data, the contractor shall construct a database for each year from existing data for those years and by "backcasting" from data obtained in later years. The database for 1997-1998 will be compiled from the results of our AEIS survey. Sources of existing data include MMS and the Environmental Protection Agency (EPA). The contractor may suggest additional information sources. The last task under the contract shall be upgrading our current AEIS. Primary products of this contract are the databases for 1977, 1988, 1997-1998, and an upgraded AEIS. Additional products shall include formation of a Technical Steering Committee, a Project Plan, monthly status and data reports, annual summary reports, a series of draft and final reports (paper and electronic copies), and presentation slide sets, HOW TO RESPOND: In order to compete for this contract interested parties MUST demonstrate that they are qualified to perform the work by providing, BY FOUR O'CLOCK EASTERN TIME ON AUGUST 12, 1997, a Capabilities Statement detailing: (1) your key personnel (those who would have primary responsibility for performing and/or managing the study) with their qualifications and specific experience; (2) your organizational experience and facilities; and (3) specific references (including contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that your key personnel or organization has performed within the last four years. (References will be checked). Following review of all Capabilities Statements, we will establish a list of those deemed most qualified to perform the work. Qualifiers will be notified and provided additional proposal instructions. Proposals will essentially consist of an oral technical presentation and written cost/business proposal.Further details of proposal requirements and logistical considerations will be provided at a later date.
