The Fleet and Industrial Supply Center intends to negotiate a fixed price telecommunication services contract for Navy-related activities residing at Mare Island, California. These telecommunication services consist of voice lines, voice mail services, fax/modem lines (no features), 4-wire intra premise lines and 56Kbs/T-1 service. Offerors are to provide one point of contact for all service calls, trouble calls, maintenance, billing and any other offered service. Prospective offerors should note that the Base Realignment and Closure (BRAC) Act of 1993 officially closed Mare Island 01 April 1996. However, continuing telecommunication services are required for a minimum of five (5) years. Up until the BRAC closure, telecommunication services had been provided via the Consolidated Area Telecommunications System (CATS) San Francisco. Following the BRAC closure, all of the Mare Island cable plant, including easement rights, was competitively sold to GST Telecom. The Navy now desires to competitively award a cost effective solution for the provisioning of telecommunication services to the Mare Island Main Distribution Frame (MDF). GST Telecom shall remain the dedicated provider from the MDF to individual users at Mare Island.
