The National Institute on Alcohol Abuse and Alcoholism intends to negotiate on a sole-source basis with the Association for Health Services Research (AHSR) for a project entitled, "NIAAA Health Services Research Newsletter." The statutory authority to negotiate with AHSR is 41 U.S.C. 253(c)(1) under FAR reference 6.302-1. The purpose of the proposed contract is to produce and disseminate two issues of an NIAAA sponsored newsletter, linking the producers and users of health services research in the field of alcohol abuse and alcoholism. The proposed contractor has a unique perspective on the field of alcohol-related health services research, both in terms of the state of scientific progress and knowledge and in terms of what sorts of information is useful to the consumers of alcohol-related health services research: scientists, researchers, policy makers, and high officials in the public and private sectors.
