for the Construction of Replacing the Roof for Hamilton Hall, Building
221, at the U. S. Coast Guard, Reserve Training Center, Yorktown,
Virginia. The work includes, but is not limited to demolition/removal
of the existing roofing, roof insulation and flashings, installation of
a new tapered roof insulation system, new modified bituminous membrane
roof system, new flashing, abatement of asbestos and lead-containing
materials, removal/reinstallation of roof-mounted chiller units and
incidental related work. All work shall be accomplished in accordance
with Specification No. DTCG47-97-B-3EFK23 and Drawing No. 2-22190-1
(sheets 1-7). All work shall be completed within 150 calendar days
after Notice to Proceed. Plans (half-size), specifications, and all
necessary bid documents will be available 07 August 1997 and may be
obtained by submitting a check in the amount of $10.00 per set
(non-refundable) made payable to the U. S. Coast Guard. To receive a

honored. Bid opening for Solicitation No. DTCG47-97-B-3EFK23 is 09
September 1997 at 2:00 p.m. in Norfolk, VA. Estimated construction cost
is between $250,000.00 and $500,000.00. The solicitation is
unrestricted IAW the Small Business Competitiveness Demonstration
Program. For Minority, Women-owned and Disadvantage Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
