Small and disadvantaged firms are encouraged to participate as prime contractors or as members of joint ventures with other small businesses and all interested contractors are reminded that the successful contractor will be expected to place subcontractors to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. The solicitation will be issued approx 11 Aug 97. All responsible sources may submit a bid, proposal, or quotation which shall be considered. No tel requests. Only written or faxed requests received directly from the requestor are acceptable. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
