Specialist 17. The Unmanned Aerial Vehicle (UAV) Joint Project Office
(JPO) intends to conduct a full and open competition to execute a
Vertical Take-Off and Landing (VTOL) UAV Flight Test Demonstration
Program (hereafter called VTOL Program). The purpose of this effort is
to assess the prospective VTOL UAV's capabilities to meet the
performance objectives of the SOW Table 1. The plan is to award one or
more contracts. The demonstration program will consist of a land-based
flight test and options for integration of UAV Common Automatic
Recovery System (UCARS) and flight test, integration with Tactical
Control System (TCS) and flight test, sea-based flight test, and a life
Cycle Cost (LCC) assessment. We plan to award cost type contracts.
Given the schedule and funding constraints, it is not the intent of the
Government to enter into a Government funded development program.
Instead, the intent of this program is to evaluate the flight test
performance of VTOL UAV Systems essentially in existence at the time of
contract award. After 25 July 1997, draft acquisition documentation can
be found on the NAVAIR web site at http://www.navair.mil/. Please
