Lonnie Oswalt, Contracting Officer The Air Force Development Test
Center (AFDTC) intends to solicit competitively using Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items,
procedures for UHF Transceivers with embedded GPS and Closed Circuit
Video. Purpose is to transmit true color video and accurate location of
responding emergency vehicles to the command consoles. The system shall
be compressed of one (1) Base Station, one (1) repeater, and one (1)
video equipped mobile. The units shall be real-time and multiplexed on
a single frequency (357.625 MHz, 184KOF1D, 20 watts maximum). The
mobile transceiver shall operate in one of two modes, equipped with
video and GPS or with GPS only. The system shall be capable of
supporting a minimum of 10 vehicles per second in the GPS only mode.
The GPS vehicle position accuracy shall be within six (6) feet CEP. The
GPS shall output NEMA formats a minimum of once per second via RS-232.
The mobile Closed Circuit Video shall produce a minimum of two (2)
frames per second in true color (RS-170) using the bandwidth allocated.
The Fade link margin shall provide reliable video/GPS data
communications from the mobile to a repeater and/or a Base Station for
a minimum of 10 miles 98 percent of the time. The Base Station
transceiver shall be comprised of a video decompression subassembly and
the transceiver subassembly. Each subassembly shall have the capability
of being removed and replaced in the field. An external GPS reference
receiver, power amplifier, antenna, filter, and isolator will be
Government Furnished Equipment (GFE). The base station shall receive
GPS and video data from either a repeater or directly from the mobile
video transceiver system. The video and GPS positioning information
shall be displayed on standard high resolution computer monitors.
Standard industrial temperature specifications apply. Standard
commercial maintenance and alignment procedures are required. Power
requirements are standard 120 VAC 60 Hz. All mating connectors are to
be furnished. The mobile transceiver shall contain a video compression
subassembly and still allow operation in the GPS only mode. A standard
RS0170 GFE video camera and antenna shall be connected to this unit.
Each subassembly shall have the capability of being removed and
replaced in the field. Standard commercial maintenance and alignment
procedures are required. Power requirements are 12 Volts +4 and -3
volts DC. Unit must meet the standard industrial temperature
requirements of -40 to +85 degrees C. The transceiver shall be packaged
to prevent damage while operating off-road and hard mounted. A standard
UL 3S NEMA type enclosure is required (provides a degree of protection
against windblown dust, windblown rain and sleet; external mechanisms
remain operable while ice laden). All mating connectors are to be
furnished. The repeater transceiver shall be capable of transferring
compressed video and will not contain a GPS subassembly. Subassemblies
shall have the capability of being removed and replaced in the field.
A power amplifier, antenna, filter, and isolator will be GFE. Standard
commercial maintenance and alignment procedures are required. Power
requirements are operation from 12 Volts +4 and -3 volts DC and/or 120
VAC 60 Hz. Unit must meet the standard industrial temperature
requirements of -40 to +85 degrees C. A standard UL 3S NEMA type
enclosure is required (provides a degree of protection against
windblown dust, windblown rain and sleet; external mechanisms remain
operable while ice laden). All mating connectors are to be furnished.
