This procurement is unrestricted. Specifications contain classified
information; therefore any source requesting the solicitation must hold
at a minimum, a confidential security clearance. The US Navy requires
the fabrication of a solid state amplifier to be manufactured in
accordance with Naval Surface Warfare Center statement of work number
8034SOW060103, NSWC drawings/specifications number 8034SPC0601103,
Contracts Data Requirement Lists and Engineering Change Plans. A firm
fixed purchase order will be awarded utilizing Simplified Acquisition
Procedures and is reserved for Small Business. First Article testing
may be required if supplies similar or identical to those called for
have not been previously delivered by the offeror and accepted by the
Government. The applicable SIC Code is 3663 and the size standard is
500 employees or less. Delivery is as follows: If first article testing
is necessary, two units will be completed within 60 days after issuance
of the contract. NSWC will require 14 days to ensure that the two units
meet specification. The remaining 18 units will be required 60 days
after confirmation of the integrity of the two preproduction units. If
first article testing is not necessary, required delivery is 120 days
after contract issuance. Delivery is required F.O.B NSWC, Crane, IN.
FAR Part 12 procedures will not apply. The Government intends to award
to the responsible contractor whose quotation is the most advantageous
to the Government considering price and price-related factors. The
offers will be evaluated on the following factors: Technical, past
performance and price. Technical and past performance are equal, and
when taken together are significantly more important than price. The
Government will award a contract to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following facts
shall be used to evaluate offers: The Contractor shall provide past
performance for same/similar products, timeliness of performance, and
customer satisfaction with other Government Agencies, public, or local
Government for the past three years. All responsible sources may
submit a quotation which shall be considered by the agency. Requests
