a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
1422-N670-Q97-0088 and is being issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. This is a
100% set aside for small business; SIC code is 5191 and size standard
is 100 employees. This requirement is for a firm fixed price contract
for Grass/Hay, 1997 crop, 200 tons, F.O.B destination, Bureau of Land
Management, National Wild Horse and Burro Center at Palomino Valley,
Reno, Nevada. Description. Hay shall consist of these grasses; timothy
grass only or a combination of timothy, brome and orchard grass, used
for domestic animals, cured, cut, and stored for fodder. Hay shall be
in conformance with the following requirements: a. Be from a 1997
crop; b. Domestically grown; c. Be leafy, green, well cured, properly
stored and free of dust, mold, or heating;. d. Free of any Russian
Thistle or Prickly herb, "Cheat" grass, and any other weed or grass not
considered healthy forage for domestic animals. Hay shall not: a.
contain anything other than timothy, brome, and orchard grass; b. have
any bearded grain or any forage plant containing long awns
(spikelets). Bale Requirements shall: a. be cut with a crimper and
baled with 3-strands of wire, or 3-strands of RAT and rot-proof twine.
b. weigh no less than 100 pounds and not more than 140 pounds. Bale
Requirement shall not: a. exceeding 140 pounds per bale. b. be less
than 100 pounds per bale; c. Be baled in "round bales" (round bales
shall be rejected); d. be ragged, have varying lengths, have wires or
twine of unequal tension, or, be broken; d. consist of bales that are
on top or bottom of stacks stored outside; e. be rain damaged. Delivery
shall be on or before August 30, 1997. The Contractor shall be
responsible for unloading and stacking the hay bales under the hay
shed. The shed is open at the ends and from the sides and is accessible
to a typical squeeze loader. The bales shall be stacked not less than
8 tiers high or more than 13 tiers high. Delivery shall be made to the
following location: USDI, Bureau of Land Management, Wild Horse and
Burro Placement Center at Palomino Valley (PVC), 15780 SR 445, Reno, NV
89510. FAR provision 52.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition, with the following addenda: Per FAR
12.603(b) the SF 1449 is not used. Paragraph (h), Multiple award --
Delete entire paragraph and substitute: Award. Offers will be received
on an all or none basis. Award will be made to the lowest responsive
and responsible offeror based upon the unit price quoted. Offerors
shall include a completed copy of the FAR provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
their offer. FAR clause 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition, with the following
addenda: FAR 52.219-6, Notice of Total Small Business Set-Aside. FAR
clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes Or Executive Orders -- Commercial Items, applies to this
acquisition, along the following additional FAR clauses cited in the
clause: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative
Action for Handicapped Workers; 52.222-37, Employment Reports on
Special Disabled Veterans and Veterans of the Vietnam Era; 52.225-3,
Buy American Act -- Supplies. Contractor shall be responsible for
verifying weight prior to shipment and shall furnish certified weight
tickets from state approved scales upon delivery at destination. FAR
clause 52.211-16, Variation in Quantity is applicable with permissible
variation shall be limited to: of 1 percent increase, of 1 percent
decrease. The Contractor shall notify the Contracting Officer's
Representative (COR) three (3) days prior to shipment of hay. The
following information shall be given to the COR at that time: a.
Anticipated delivery date, and/or changes in the scheduled delivery
date; b. The Bill of Lading number; c. Total tonnage to be delivered
for that load; and d. The name of the carrier responsible for shipment.
Delivery shall be made between the hours of 7:30 a.m. and 4:00 p.m.,
local time, Monday through Friday, excluding weekends and holidays.
Should an emergency occur, deliveries may be requested for a Saturday,
Sunday, or national holiday, providing that the Contractor notifies
the COR on the preceding Friday and/or the work day preceding the
scheduled holiday. Request for Offers must be received no later than
4:00 PM, local time, August 7, 1997. Offers sent via the US Postal
Service should be mailed to Bureau of Land Management, BC-670B, Denver
Federal Center, P.O. Box 25047, Denver, CO 80225-0047. All RFQ's not
sent through the US Mail will be considered hand carried and direct
delivered. Hand carried RFQ's must be delivered directly to and placed
in the depository at Bureau of Land Management, BC-670B, Mail Room,
Entrance S-4, Building 50, Denver Federal Center, Denver, CO
80225-0047. Direct delivery of offers is only possible weekdays,
excluding federal holidays, between the hours of 8:00 am and 4:00 pm.
