Naval Command, Control and Ocean Surveillance Center Research,
Development, Test and Evaluation Division (NCCOSC RDT&E DIV),
Operational Systems Branch of the Submarine Communication Division
requires a contractor to evaluate existing and developing technology
towards the goal of assisting the Navy in identifying and implementing
changes, improvements, enhancements and corrections to tactical
submarine communications systems and related laboratory tactical test
simulators. The contractual effort consists of engineering/technical
efforts relating to the design, development, validation, testing and
documentation effecting Government directed changes to the existing and
evolving submarine communication programs and systems. The following
Government programs and systems will be addressed under this contract:
Consolidated Fleet Submarine Broadcast System (CSFBS); Compact VLF
(CVLF); Enhanced Verdin System (EVS); High Data Rate (HIDAR);
Integrated Radio Room (IRR); Integrated Submarine Automated Broadcast
System (ISABPS); Integrated VERDIN Transmit Terminal (IVTT); MEECN
Integrated Test Bed (MITB); Multi-Link Transmit Simulator (MLTS); MEECN
Message Processing Mode (MMPH); MILSTAR Message Processing Center
(MMPS); Miniature Receiver Terminal (MRT); NATO Interoperable Submarine
Broadcast System (NISBS); Signal-Atmospheric Noise Combiner
(MINI-PANG); Submarine Communications Support System (SCSS); Submarine
LF/VLF VME Receiver (SLVR); Submarine Message Buffer (SMB); Submarine
Satellite Information Exchange System (SSIXS II); TACAMO Message
Processing System (TMPS) and VERDIN System. The contractual support of
the Submarine Communication Laboratory requires comprehensive
engineering and technical support which will consist of analysis,
designing and development, technical services, system quality assurance
and control (to include software tools), test and evaluation, and
configuration control/data management. The Government contemplates
award of multiple Indefinite Delivery, Indefinite Quantity contract(s)
with Cost Plus Fixed Fee Pricing arrangement. Due to the wide range of
disciplines involved, contractor teaming is encouraged. The contract
will consist of a base contract period of two years and three one year
option periods for a maximum contract performance period of five
years. Estimated labor hours over five years are 214,176 within the
following labor categories: Sr. Management Specialist; Sr. Comm Sys.
Engr; Computer Scientist; Management Specialist; Sr. Analyst; Comm Sys
Engr; Mechanical Engr; Analyst; Programmer; Electronic Tech; Technical
Writer; Illustrator/Drafter; Conf Mgmt Specialist; Quality Assurance
