The U.S. Army Space and Missile Defense Command (USASMDC) in accordance with the objectives of the Army Space Exploitation Demonstration Program (ASEDP) is seeking Concept Papers/Proposals to fulfill the space requirements for scientific study, development, and experimentation which will permit the exploitation of space-related technologies, capabilities and/or products to increase the combat effectiveness of the warfighter. Evaluation of submissions under this BAA will be a two phased approach. The Government intends to first evaluate Concept Papers (two pages of a prescribed format) to preclude unwarranted effort on the part of an offeror whose proposed study, technology, capability or product is not of interest to the Government. Those Concept Papers found to be consistent with the intent of this BAA and of interest of the Government will be invited to submit a Technical and Cost Proposal (Phase Two). Such invitation does not assure that the submitting organization will be awarded a contract. This announcement will be open continuously through 31 May 1998. TOPICAL AREAS/SPECIFIC AREAS OF INTEREST: This BAA solicits innovative space technology approaches to address the following Topical Areas with corresponding Specific Areas of Interest. (1) Reconnaissance, Intelligence, Surveillance, and Target Acquisition (RISTA): Sensors/Sources to (a) detect passive and active targets across the full range of the electromagnetic spectrum to support ground forces; (b) support processing and assessment of battle damage; (c) automatically detect and process (Automatic/Aided Target Recognition) targets essential for military operations to reduce processing and operator inefficiencies and dissemination timelines; and (d) support real-time collection and dissemination of targeting data incorporating all sources. Also of specific interest is information collection and dissemination technology relating to systems supporting real-time dissemination of critical data/information, and systems/capabilities supporting real-time increase of relevant battlespace data. (2) Satellite Communications (SATCOM): Robust architecture to overcome environment and architectural degradation factors (e.g., atmospheric precipitation spikes) and minimize single point failures during critical functions. Responsive network management to ensure seamless continuity of system management and control. (3) Early Warning and Defense (EWD): Sensors and systems to assure early detection of enemy missiles, and processing/dissemination of relevant information in the realms of active defense, passive defense, attack operations, and battle management command, control, communications, and computers. Nuclear, Biological, and Chemical (NBC) threats and theater missile defense attack warning. (4) Weather, Terrain, and Environmental Monitoring (WTEM): Collection and dissemination of the battlespace mapping charting and geodesy (MCG) data. Functional software applications to exploit satellite imagery for military topography or terrain analysis. Improved antennae/technologies for weather satellite receivers. (5) Battle Management C4 (BMC4): Support operations/communications on-the-move throughout all phases of operational deployment providing unencumbered access to planning and operational information. Real-time logistics control, identification and tracking of all classes of supplies providing for total asset visibility. (6) Modeling and Simulation (M/S): This Topical Area addresses innovative ideas, studies, technologies, or capabilities that support modeling and/or simulation of existing and contemplated technology application in topic areas (1) through (5). Concepts addressing the use of modeling and simulations in the Training, Exercises and Military Operations domain, currently in the Distributed Interactive Simulations (DIS) and Aggregate Level Simulation Protocol (ALSP) with the demonstrable capability to migrate to the emerging Joint Simulation System (JSIMS) Warfighter Simulation 2000 (WARSIM 2000) and associated family of models under the High Level Architecture (HLA) may be of interest to the government. (7) Innovative Space Technology Applications: This Topical Area addresses innovative space-related ideas, studies, technologies, or capabilities that may not clearly fit into the previous categories, but may be of interest to the government. EVALUATION AND AWARD: Evaluation of Concept Papers/Proposals will be conducted periodically throughout the duration of this BAA. The relative importance of the evaluation criteria shown by area and factors within an area, are listed in descending order of importance below. Concept papers will be evaluated to determine whether they are consistent with the intent of the BAA and are of interest to the Government. Proposals will be evaluated based on merit against the evaluation criteria. The cost of preparing proposals in response to this announcement is not an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost in accordance with FAR 31.205-18. Overall maximum funding level awarded under this BAA will not exceed $750,000.00 on an individual project including any additional phases and/or options. Cost sharing arrangements, phased approaches, and other fiscally conservative arrangements are strongly encouraged. Offerors may submit Concept Papers in any or all of the Topical Areas/Specific Areas of Interest. BASIS FOR AWARD: Offers will be selected based upon the technical merit, technology advancement/warfighting capability, application to USASMDC's programs, balanced accomplishment of USASMDC missions, and availability and source of funds. Not all highly rated proposals will result in a contract award. The Government may elect not to award a contract for every highly rated proposal for each Topical Area/Specific Interest Area, may award multiple contracts in a given Topical Area/Specific Interest Area, and may not award a contract at all in a given Topical Area/Specific Interest Area. EVALUATION CRITERIA TECHNICAL/MANAGEMENT AREA: (1) Technical Merit: The offer will be evaluated on the relevance to the Topical Areas/Specific Interest Areas and demonstration candidates listed herein; the overall technical feasibility of the technology/capability/product proposed; feasibility of conducting demonstrations (i.e., is the demonstration feasible given the proposed demonstration environment, can USASMDC influence or control demonstration participants); connection/use of space systems; and, quality of the proposal provided to include quality of the presentation, and quality of the personnel/facilities proposed. (2) Technology Advancement/Warfighting Capability: The offer will be evaluated on its potential to increase combat effectiveness of an Army and potential for exploiting a space related capability not likely to be executed elsewhere in the Army. COST AREA: Cost Benefit/Realism Factor: The proposals will be evaluated to determine overall benefit to the Government. Considerations include industry contribution and fiscal feasibility. Fiscal feasibility includes the ability to accomplish the project within Government fiscal constraints, and includes requirement for use of other Government contractors to assist in the execution of the proposed effort, and use of Government Furnished Equipment/Information/Facilities, etc. The proposals will be evaluated to determine the extent to which theoverall cost to the government is reasonable. The proposals will be evaluated for cost realism to assess the likelihood that the technical and management approaches can be accomplished at the cost/price proposed. OTHER INFORMATION: Non-government Technical Sources (contractor personnel who provide special expertise) may be used to support this process and evaluation of Concept Papers and Proposals. These contractors are restricted by the "Organizational Conflict of Interest" provisions of their respective contracts and will be required to submit Nondisclosure Statements. The Government intends to use ARINC Research Corporation and Information Technology and Applications Corporation (ITAC) to support the evaluation of the Concept Papers and Proposals until 30 September 1997 at which time their contract will expire. The successful offeror(s) under the Space Technology Exploitation and Planning Support (STEPS) initiative currently being solicited will likely assume this role. Once contract award has been announced, this BAA will be amended to include the name(s) of the STEPS awardee(s). By submission of your Concept Paper/Proposal, you agree that your proposal information may be disclosed to those selected contractors for the limited purpose stated above. Any information submitted with your proposal that you do not consent to limited release to these contractors must be clearly marked and submitted segregated from other proposal material. Cost-Plus-Fixed-Fee and Firm Fixed Price contracts are contemplated to execute any agreement negotiated. A hybrid of the two contract types is also likely. The period of performance should not exceed 12 months for the basic period and 12 months for any negotiated options and shall include time for research, development, delivery, field test, field demonstration and reporting, as applicable. The presentation of Topical Areas/Specific Areas of Interest in this announcement does not imply an intent by the government to fund proposals in every area. The government reserves the right to select for award all, some or none of the proposals received. This BAA will not fund established technology base programs, or programs currently being executed by any other organization, or objective programs, but seeks innovative approaches to addressing Defense needs that may be satisfied by space-based technologies/capabilities.
