Contract Specialist, (504) 862-1450 The Government intends to award a
contract for monitoring of habitats created through the placement of
dredge material. The purpose of the monitoring is to quantify and
describe types of habitat created and to document changes in habitats
created over time. The work involves aerial photographic analysis,
geographical information system (GIS) analysis, ground truthing, and
etc. Complete specifications are set out in the request for proposal.
An Indefinite Quantity contract for one (1) base year and four (4)
options years will be awarded. SELECTION CRITERIA to be applied in the
selection process in descending order are as follows: CORPORATE
EXPERIENCE: technical experience and technical competence in the
following: a. Monitoring manmade habitats and/or conducting
land-gain/land-loss studies in coastal ecosystems using aerial
photo-interpretation. b. Monitoring manmade habitats and/or conducting
land-gain/land-loss studies in coastal ecosystems using geographic
information systems (GIS) analysis using Intergraph MGE or compatible
system(s). c. Monitoring manmade habitats and/or conducting
land-gain/land-loss studies in coastal ecosystems using outside field
survey techniques including plant identification/classification and GPS
elevation surveys. PERSONNEL QUALIFICATION AND EXPERIENCE: proposed
project team should include professionals with qualifications necessary
for satisfactory performance of required services as follows: a. At
least one Ph.D. in each of the fields of Geology, Botany, and Wetland
Geomorphology; at least one M.S. in Geography; at least one B.S. in
each of the fields of Ecology, Geology, and Cartography/Geography. b.
Work and/or research experience in studying/monitoring coastal and
marine processes; modeling habitat change using GIS; and studying
wetlands and wetland restoration in coastal Louisiana. c. Experience in
similar projects in coastal wetlands similar to those in coastal
Louisiana. PAST PERFORMANCE: Firms and institutions must demonstrate
satisfactory past performance on at leasttwo contracts of similar value
with government agencies and/or private industry with respect to cost
control, quality of work, and compliance with performance schedules.
