231-6760. The purpose of this contract to review power system
operations and available studies, data and information in connection
with the relicensing of the existing Pelton Round Butte Hydroelectric
Project by the Federal Energy Regulatory Commission (FERC), Project No.
2030. The license applicants will be conducting numerous studies and
the associated analysis relative to development of a complete license
application. Based upon the review and analysis of the information and
data on the project and associated resources the contractor shall
identify and/or confirm project caused impact on the Warm Springs
Indian Reservation, Warm Springs, OR. The contractor shall assist the
Bureau of Indian Affairs and the Department of the Interior in
development of appropriate license conditions and annual charge
recommendations pursuant to Section 4(e) and 1O(e) of the Federal Power
Act, 16 U.S.C. 797(e) and 803(e), respectively. The contractor shall
develop a report addressing the supporting documention for the Section
4(e) conditions and Section 1O(e) annual charges. The contractor shall
be available to serve as an expert to assist the Secretary of Interior
in the administrative and legal process(es) leading to the issuance of
the project license. The study area for the contract will primarily
focus on the Warm Springs Indian Reservation. However, aspects of the
Dischutes River basin above and below the project as well as
off-reservation are also included in the study area as project effects
to these areas impact the Warm Springs Indian Reservation as well as
the utilization of the reservation. The contractors work shall be in
support of the Department of Interior's responsibilities to protect the
trust rights and resources associated with the Warm Springs Indian
Reservation. The information gathered will be used by the United States
in the FERC licensing proceedings as well as any associated negotiation
or litigation. Section 7(b) of P.L. 93-638, (USC) and 41 CFR 14-1.354
require that preference opportunities in employment and training be
given to Indian/Alaska Native individuals and that preference in the
award of subcontracts be given to Indian/Alaska Native economic
enterprises. Failure by the contractor to submit a plan for doing so
prior to award and implement same after award shall be sufficient
