procurement is set-aside exclusively for small business concerns under
SIC code 8742 (size standard of 5.0 million annual receipts). The
Department of the Treasury, Financial Management Service, (FMS)
requires the services of a contractor to conduct research to determine
the benefits to be gained in establishing an intergovernmental
organization. The contractor shall focus on intergovernmental needs in
improving cooperation and collaboration among Federal and State
governments for grants management having a financial management
improvement perspective. A written in-depth assessment of both prior
and existing intergovernmental organizations (addressing the
relationship between the governments including: functions and services
being provided; level of customer satisfaction; and the organization's
results) must be submitted. Requirements for the intergovernmental
organization such as: responsibilities; services; functions; and
products are to be detailed. Knowledge/experience in Intergovernmental
Relations, Grants Management, Finance and/or Public Administration
(which includes: an understanding of how the Federal and State
Governments operate) are required for completing the requirements of
this project. Proposals will be evaluated on the understanding of the
project, technical expertise, personnel qualifications, technical
approach, and past performance references. Contractors interested in
