The project consists of furnishing manpower, materials, equipment, and supervision necessary to performed the Design and Construction of an expansion to the Processing and Distribution Facility (P&DF), 3148 Gateway Loop, Springfield, Oregon 97477-1165, in accordance with U S Postal Service design criteria along with conceptual plans and specifications. The building shall remain in operation during construction. A fixed price contract will be awarded resulting from Solicitation No. 475450-97-A-0240. Expansion of the Eugene P&DF consists of 74,000 square feet of building additions, 6,900 square feet of covered loading dock and miscellaneous site improvements on existing U S Postal Service owned property. Building expansion consists of several additions to an existing steel frame structure with masonry bearing and shear walls. Building expansion consists of several additions to an existing steel frame structure with masonry bearing and shear walls. The primary addition consists of a 265 foot by 300 foot low sloped membrane roof using open web steel joists and girders. The exterior walls are hollow clay masonry and interior walls are CMU or steel studs with gypsum wall board. Columns, walls, floor slabs and other structures are supported on piles. Building is single story with Look Out Gallery and include all trades typical of this construction type including foundations, steel, masonry, waterproofing, roofing, interior finishes, millwork, signage, doors and windows, storefronts, glazing, hardware etc. as described in the solicitation package. There is some demolition work for both site and building improvements. Phasing and enclosure partitions are required to maintain operations and safety of postal employees. Mechanical system consists of gas fired rooftop air conditioning units. The existing building HVAC system shall be modified to improve comfort in the building. The building is fully sprinklered with both wet and dry pipe systems. Mechanical system controls are direct digital control and the existing building system controls shall be replaced. Provide plumbing and roof drainage to accommodate the building expansion. Electrical system will utilize the existing transformer array with new 277/480V distribution system. Exterior lighting will be replaced as required to meet current U S PostalService design criteria. Existing fire alarm, security and telephone systems will expanded to accommodate the building expansion. Project is to include CCTV and universal wiring requirements. Site improvements include on and off site work, landscaping, new paving, sidewalks and curbs, curb cuts, concrete aprons, fencing, storm drainage, sewer and water service. Bioswale and drywall shall be provided along with associated storm water distribution system. Technical submittals will require evidence of: (1) Experience; (2) Management Plan; (3) Financial Capability; and (4) Organization. Time of completion is 270 calendar days after issuance of notice to proceed, to include both design and construction. This scope of work is further defined in the conceptual drawings and specifications. Construction cost is estimated to be between $5,400,000 to $6,000,000.
