Contracting Officer- 305-324-3285 The A/E shall provide engineering
design services to modify and upgrade the medical center's
communication system. The scope of work includes the VA Medical Center,
Miami, FL, which is approximately 1.3 million GSF, VA Outpatient
Clinic(s); Oakland Park, FL, which is approximately 48,000 GSF,
Homestead, FL which is approximately 1,800 GSF, SAC Clinic, Miami, FL,
which is approximately 10,000 GSF, Key Largo, FL, which is
approximately 1,500 GSF, and Key West, FL, which is approximately 4,300
GSF. The design will include recommendations to upgrade, standardize
and enhance the telephone system, data and local area network system,
security, entertainment television MATV, educational closed circuit
television, video conferencing, medical imaging, PACS (picture
archiving and communications, automated door locking system, duress
alarm system, access (key card) system, nurse call, intercom system,
code/one blue system, radio entertainment, public address, radio paging
and tow way radio systems. The A/E will beresponsible for compiling all
required information necessary to identify deficiencies and develop
design drawings, and specifications of a state of the art health care
facility communication system showing all the required wiring, hardware
and system analysis. The design will also include recommendations for
an automatic locator system. Selection of the A/E firm will be based on
the evaluation factors listed below in descending order of priority:
(1) Past Performance on contracts with government agencies in terms of
quality of work, compliance with performance schedules, and
cooperation with Facilities Manager efforts in cost estimating, value
engineering preparation of bid packages, (2) Experience and
Qualifications of Proposed Key Personnel including specialized
technical skills, project management skills, and experience in working
together as a team, (3) Specialized Experience and Technical
Competence in the communication field, (4) Present Proposed Design
Approach, (5) Cost Control, present recent projects to demonstrate
ability to meet project cost target. What cost control techniques are
recommended for this project, (6) Estimating capabilities, (7) Location
and facilities of working office must be within a 100 mile radius of
the VAMC, Miami, FL, (8) Computer Assisted Design Capability and
Capacity, (9) Capacity to accomplish the work in the required time,
(10) Availability of additional personnel or consultants to support
expansion or acceleration of the project and (11) Awards,
circumstances, and outcome of any litigation involved within the last
five years and type of amount of liability insurance. Interested firms
are to submit two (2) copies each of SF 254, A/E and Related Services
Questionnaire and SF 255, A/E and Related Services Questionnaire for
Specific Project, to this office by close of business August 8, 1997,
