202-273-2308 The Administrative Office of the U.S. Courts is conducting
a competitive procurement to acquire contractor services for
proofreading, typesetting, printing, copying, and distributing of
Judges' opinions from the United States Court of Appeals for the Ninth
Circuit in San Francisco, CA. Offerors must be able to receive daily
electronic transmissions of court opinions in WordPerfect format;
proofread the opinions using a skilled proofreader and an attorney who
is familiar with federal appellate decisions; include an editorial
summary (summarizing the issues presented and the holding of the court)
prepared by the contractor from the opinion furnished by the Court;
typeset, print, copy, and mail the opinions by 10:00 a.m. on the third
business day following transmission to the contractor; distribute
copies of the opinions concurrently to four courts (San Francisco,
Pasadena, Seattle, and Portland) and the court provided mailing lists
in specified quantities; provide diskettes with both ASCII and
WordPerfect formats of the opinions to the court along with the court's
copies of the opinions; and perform other related services. The court
will render approximately 1,100 opinions in the first year which will
total approximately 15,400 pages. For each separate opinion,
approximately 815 copies are required to satisfy the needs of the court
and its subscribers. The resultant contract will be made to a single
offeror whose proposal is technically acceptable and offers the lowest
overall cost to the Government. The resultant contract will be a firm
fixed price, indefinite quantity, indefinite delivery award for one
year with options to extend four additional one-year periods. There is
currently an incumbent contractor who is not prohibited from competing
under this solicitation. All responsible sources may submit an offer

mailing list should be received no later than 15 days from the date of
