J -- REPLACEMENT/REHABILITATION/TESTING OF FAILED THYRISTORS SOL DE-RQ-65-97-WE-05936 DUE 080897 POC Holly Kittleson (406)526-3423 The Western Area Power Administration (Western), Montana Maintenance Office, intends to acquire, on a SOLE SOURCE basis, the replacement/rehabilitation and testing of failed General Electric (GE) thyristors from Silicon Power Corporation (SPCO). This task will include dismantling, replacement of all failed parts, and retesting of five (5) GE single thyristor stacks, Model 6RT207HK05E11 (serial numbers CH254-8337, CH288-8340, CH339-8344, CH114R-9710, and CH340R-9469), and ten (10) GE double thyristor stacks, model 6RT207HK340E08 (serial numbers CH12-8326, CH17-8326, CH18-8326, CH88R-9707, CH121-8329, CH138R-9649, CH261-8339, CH291-8340, CH253R-9649, and MH93197-9313). Western intends to solicit ONE SOURCE under authority of FAR 13.106-2(a)(5), which authorizes contracting without providing for full and open competition when only ONE SOURCE is reasonably available. The thyristors are an integral part of a HVDC system which was designed and built by GE. The thyristors silicon junction is housed inside a metal/ceramic press pack housing which allows for double sided cooling. Each thyristor is rated at 2000 peak repetitive reverse voltage and 2850 on state average current. The gate current rating is higher than standard due to special design considerations for HVDC application. The thyristor stacks consist of a single or double set of electrically matched pairs of thyristors, heat sinks, gating circuitry and overvoltage protection. The thyristor stacks are designed to fasten directly into the GE valve modules utilized in the Miles City HVDC Converter Station valve hall. The valves are designed to not only meet specific electrical criteria, but to maximize heat dissipation and cooling efficiency in conjuntion with the forced air cooling system. The thyristor stacks are a GE design unique to their converter stations. SPCO purchased, from GE, their Static Power Component Operation in 1994. This acquisition included GE's thyristor design technology, manufacturing process, and repair facility. Western believes SPCO is the only known SOURCE that has the proprietary information to rebuild these unique modules. Anticipated award is August 25, 1997. This notice is not a request for quotes. However, interested parties may identify their written interest and capability to satisfy the Government by faxing the CO at 406-232-8500. Capability statements must include documentation of expertise in the maintenance of GE thyristors modules. Information received will be considered for the purpose of conducting a competitive procurement. (0203)
