synopsis/solicitation for commercial items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation number F04699-97-R-0076 is issued as
a Request for Proposal (RFP). The incorporated documents and
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46 and Defense Acquisition Circular 91-11. All statutorily
required clauses will be included in any resultant award even if they
are not specifically addressed in this combined synopsis/solicitation.
The Contract Line Items associated with the following description are
CLIN 0001: Preliminary design; CLIN 0002: Detailed design; CLIN 0003:
Manufacture; CLIN 0004: Installation. The Sacramento Air Logistics
Center McClellan Nuclear Reactor Center (MNRC) is procuring the design,
manufacture, and installation and testing of equipment needed to
extract a dual use neutron beam from the MNRC's 2 megawatt TRIGA
reactor. The equipment consists of in-tank inserts/shutters that rest
between the reactor core and the tank wall, a uranium converter and
cooling system, and modulator-collimator shield shutters located
outside the tank. A safety report meeting appropriate review
assessments is also required. The equipment will be used by the Air
Force for high clarity neutron tomography of turbine blades (used to
find hydrogen embrittlement) and by the University of California at
Davis (UCD) for neutron capture therapy research. Due to the high
complexity and potential impact on the reactor operations and safety
systems, the purchase is expected to be sole sourced to the original
equipment manufacturer, General Atomics Sorrento Electronics TRIGA
Division, 10240 Flanders Court, San Diego, CA 92121-3990. The
government intends to negotiate on a sole source basis in accordance
with FAR 6.302-1 (only one responsible source and no other supplies or
services will satisfy agency requirements). It is the intention of the
Government to issue the contract as a four phase effort. The first two
phases will be issued on a firm fixed price basis. The remaining two
phases will be incorporated as options only and priced after design
completion and approval. The DUAL USE NEUTRON BEAM is to be installed
on location and is considered integral to existing systems in place. It
is expected that design completion will be within 8 months and final
design completion within 14 months of anticipated award date of 29 Aug
97 respectively. FAR 52.211-5 New Material (May 1995) is incorporated
by reference and applies to this acquisition. FAR 52.212-1
Instructions to Offerors Commercial Items (Oct 1995) is incorporated by
reference and applies to this acquisition. The clause at FAR 52.212-2
Evaluation-Commercial Items (Oct 1995) does not apply to this
acquisition. The Government will evaluate the proposal for fairness and
reasonableness in accordance with FAR Part 15 before making an award.

The contractor shall extend to the government full coverage of any
standard warranty normally offered in a similar commercial sale.
Acceptance of the warranty does not waive the Government's right with
regard to the other terms and conditions of the contract shall take
precedence over the warranty. The warranty period shall begin upon
final acceptance of the items listed in the schedule. This is a DO
rated contract. All responsible sources may submit a proposal which
shall be considered by the agency. All responses in regard to this RFP
are due by 8 Aug 97 and must be done in writing. All questions sub-
mitted at or before the established time shall be addressed in a future
amendment to be published in the CBD. Questions received after the

a bid, proposal, or quotation which shall be considered. Authority: 10
U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.202. This notice of intent is not
a request for competitive proposals. however, all proposal received
within twenty (20 days) after the date of publication of this synopsis
will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement.
Specifications, plans, or drawings relating to the procurement
described are incomplete or not available and cannot be furnished by
the Government. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
