285-7191 The U. S. Postal Service is seeking qualified environmental
consultants for indefinite quantity contracts to service the Northeast
Area and its districts, which include Albany, NY; Western NY; Boston,
MA; Middlesex-Central, MA; Springfield, MA; Providence, RI;
Connecticut; Maine; and New Hampshire. The consultant may apply to work
in some or all of the areas in the solicitation. The work includes, but
is not limited to, furnishing: Wastewater Permit/Pretreatment
Application Preparation; Spill Prevention Control and Countermeasures
Planning; Emergency Planning and Community Right-To-Know Act Planning;
Environmental Quality Assurance Reviews; Waste Stream Assessments; and
Phase I Hazardous Waste Site Assessments Where Building Is Present. The
consultant may also be called upon to make public presentations on
environmental studies to local, state and federal agencies and at
public meetings as may be required for each project. The contractor may
also be called upon to prepare other environmental permits, plans,
assessments, implementation training, or total cost assessment
evaluations in furtherance of the work required under this contract. To
be considered qualified, the consultant must meet the following minimum
requiremnts: 1) Have five years experience, including three years
experience working on federal government projects; 2) Have five years
experience working in New England and/or Upstate New York; 3) Employ at
least 50 professionals, including 5 environmental scientists, 3
geologists or hydrogeologists, 3 regional planners, 3 hazardous
materials specialists, 3 environmental engineers, 5 environmental
compliance auditors, and & project manager; 4) Have computer equipment,
including word processing, spreadsheet capability, and database
management software; 5) Have an adopted pollution prevention plan; 6)
Have published quality assurance/quality control protocols used for
conducting environmental compliance audits; 7) Have represented a
federal agency at a minimum of five public hearings concerning
environmental permits, or other environmental issues. There will be a
preproposal conference for this solicitation on Wednesday, August 13,
1997 at 10:00 a.m. in Room 228 at the Windsor Facilities Service
Office, 6 Griffin Road North, Windsor, CT 06006-0300. The conference is
not mandatory, but prospective offerors are encouraged to attend. The
