R -- RURAL INJURY AND VIOLENCE PREVENTION RESOURCE CENTER SOL HRSA 240-MCHB-16(7)SKS POC Suzanne Stinson 301-443-5130 TITLE: RURAL INJURY AND VIOLENCE PREVENTION RESOURCE CENTER The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the National Farm Medicine Center (NFMC), Marshfield, WI. In accordance with Section 501(a)(2) of the social security act, HRSA has provided funding in prior years to the NFMC to operate the Children's Safety Network Rural Injury Prevention Center (RIPRC). The NFMC is located within the Division of Research and Education of the Marshfield Clinic, a not-for-profit medical institution. The NFMC and it's staff are unique. No other similar entity like it exists in the United States, and HRSA has determined that the NFMC is uniquely qualified to perform this work and the only source available capable to continue the operation of the center. The center assists the Maternal and Child Health Bureau (MCHB) in the goal of minimizing the incidence of intentional and unintentional injuries to children and adolescents of all geographic regions and socioeconomic status from activities associated with life in rural and agricultural settings. The center shall continue to focus on (1) injuries caused by farm machinery, livestock and horses, snowmobiles and all-terrain vehicles, (2) the special injury prevention needs of children and adolescents in rural settings, including those associated with migrant and seasonal farm labor, and (3) intentional injury with special attention to suicide in rural settings. A justification for other than full and open competition has been prepared by the Government. A Request for Proposal will be issued on or about August 6, 1997, with a closing date for receipt of the proposal approximately 30 days later.
