a Request for Offer (RFO) for repairs, modifications, and analyses of
one G-159 (Gulfstream I), one G1159 (Gulfstream II), and four G-1159
(highly modified Gulfstream II Shuttle Training Aircraft (STA)).
Additionally, the procurement provides for electronic data transmittal
computerized maintenance program support, aircraft service changes and
customer bulletins, parts catalog revision service, maintenance flight
manual services, and wiring diagram manual services. The proposed
effort is for 5 years. This procurement is being conducted under the
NASA MidRange Procurement Procedures approved by the Office of Federal
Procurement Policy. NASA/JSC intends to purchase the items from
Gulfstream Aerospace Corporation. Both the Gulfstream I and Gulfstream
II aircraft were designed and built by the predecessor companies of
Gulfstream Aerospace Corporation. The design of both aircraft is
considered proprietary and is not available to other prospective
contractors. The schedule demands of both aircraft types, particularly
the STA, require minimum out-of-service times. Gulfstream Aerospace
Corporation has the necessary personnel, facilities, and supplies to
expedite the solution to any problem. The use of the STA aircraft is
for critical crew training of astronauts in the landing phase of the
Space Shuttle. The aircraft is equipped with many transducers, sensors,
servos, and other sensitive devices not found on a standard aircraft.
Gulfstream Aerospace Corporation, through the years of experience in
working with the STA is cognizant of the complexity of working with
these systems. Interested firms have 15 days from publication in the
Commerce Business Daily (CBD) to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after 15
days without the required information will be considered nonresponsive
to the synopsis and will not be considered. A determination by the
Government not to compete this proposed contract, on a full and open
competitive basis, based upon responses to this notice, is solely
within the discretion of the Government. Firm date for receipt of
offers will be stated in the RFO. All responsible sources may submit an
offer which shall be considered by the agency. Any referenced numbered
