This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and uses the simplified acquisition procedures in FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Offerors should submit three original copies to the above address no later than 3:00 p.m. on the date above specified. The National Institute of Standards and Technology (NIST), Precision Machining Research Facility (PMRF), requires a dressing/truing acoustic emission sensing system ("the system") for installation into an Edgetek Superabrasive Machining Center. PMRF shall use the system in a CNC environment to dress and true grinding wheels, to detect machine crashes, and for research. This system must include a spindle with motor, a spindle control system, and an acoustical emission sensing system. ITEM I -- spindle with motor with the following capabilities: A. variable speed control with a maximum speed of at least 12,000 RPM; B. Continuous torque rating of at least 200 ounce inches; C. Shall easily accept readily available diamond dresser/truer rolls at least six inches in diameter and one inch wide; D. Easy attachment to a flat surface; E. both cup wheel and straight face dressing, with the spindle rotor supported on both sides of the dresser/truer roll when operating in the straight face dressing mode ; F. Operability in a high pressure and flow rate coolant spray environment, including the cabling from the spindle to the control station; G. run out of not more than .000045 inches; H. If system requires oil mist lubrication, oil mist delivery system. ITEM II- spindle control station with the following capabilities: A. Exist in a NEMA 12 enclosure, or better; B. At least 10 turns, if the speed control is performed by a turn pot. C. Servo control the speed of the spindle. ITEM III -- acoustical control emission sensing system with the following capabilities: A. Acoustical mission sensor sensitive to frequencies form 100 to 800 Khz, or better; B. Dynamic range of 90 dB, or better; C. Analogue outputs for the raw acoustical emission signal and the RMS of the acoustical emission signal; D. Digital outputs capable of handling 24 volts which may easily interface with a machine tool logic ladder and indicate, touching, collision, and dressing of the grinding wheel. The response time of these ouputs to changes in the acoustical signal must be less than two ms. OPTIONAL ITEM IV -- provide dressing/truing rolls. OPTIONAL ITEM V -- provide the ability to control the spindle speed digitally. OPTIONAL ITEM VI -- exceed the specifications for the spindle with motor, the spindle control station and the acoustical emission sensor. OPTIONAL ITEM VII -- provide cold fluid supply system if motor/spindle requires cooling. Delivery FOB destination within 60 days from contract award. The NIST will consider a quote from all responsible small business concerns. The NIST issues this solicitation as a request for quotes. The following Federal Acquisition Regulation (FAR) provisions apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation -- Commercial Items; NIST will use the following factors to evaluate quotes, in descending order of importance: A. Technical Capability -- whether the proposed equipment meets NIST's requirements. In this regard, submission of product literature, discussion of technical features and warranty provisions shall include operating principles, overall dimensions, power and environmental requirements, and interface of system electronics with a CNC. B. Past Performance -- Whether the offer demonstrates the capability and directly related experience in performing requirements similar in size, scope and complexity to this requirement. The demonstration shall include at least three, but not more than seven, specific past efforts, with points of contact, and address recent, defined as within the latest past two years, experience and accomplishments directly related to the specifications. C. Ability to Follow Instructions -- Whether the quote complies with instructions contained in this request for quotes. All technical evaluation factors, when combined, are significantly more important than price. However, if offers are approximately equal in technical merit, then the evaluated price becomes more important. The NIST intends to make one award to one offeror whose proposal offers the greatest value to the NIST, in terms of the evaluation factors above specified and price. The NIST shall evaluate quotes, inclusive of the quoted optional items. The NIST may exercise the options at time of award. Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, with their offer. Offerors can retrieve this clause on the Internet at www.nist.gov/admin/od/contract/contract.htm. The NIST contemplates award of a firm, fixed price contract as a result of this solicitation. The contract clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, as well as the following terms and conditions apply: 52.214-34, Submission of Offers in the English Language; 52.214-35, Submission of Offers in U.S. Currency; 52.217-4, Evaluation of Options Exercised at Time of Award; 52.219-6, Notice of Total Small business Set-Aside; 52.225-11, Restrictions on Certain Foreign Purchases. The minimum inspection and acceptance period for all components shall be 45 days. The successful offeror shall receive payment only after this minimum inspection and acceptance period. Acceptance of the components shall occur when the NIST determines that the components meet all of the conditions and requirements set forth.
