This is a combined synopsis/solicitation for commercial items in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, and a written solicitation will not
be issued. The solicitation number for this action is
DE-RP26-97FT34228 and is being issued as a Request for Proposal. The
following are deliverables associated with this announcement: 2 ea Mass
Spectrometer Gas Analyzers with the following characteristics: mass
range: 1-100 amu, mass resolution: less than 0.5 amu at 10% of peak
height, type: scanning (quadrapole), detector: Faraday cup, sample
interface: external capillary inlet, sample pressure at capillary
inlet: 5psig, sample flowrate through capillary: 1-10 ml/min, sample
capillaries supplied: 2 ea PEEK tubing, 2 ea Stainless Steel, vacuum
pumping system: hybrid turbo-molecular pump backed by oil free
diaphragm pump, operating pressure: 5x10*6 mbar, detection limit: 1 ppm
typical, Windows-compatible software to perform sample gas analysis,
user selectable target gases for analysis, allow for calibration using
certified gas mixtures, software to provide best-fit analysis using
user provided cal gas mass spectra or vendor provided library of mass
spectral data, user provides Pentium-class PC with RS-232 interface to
communicate with process mass spectrometer, vendor supplies RS-232
serial port cable, system start-up time: 5 minutes typical, compact
housing not to exceed 8"Wx18"Hx25"D including pumps, total system
weight: not to exceed 80lbs., max ambient operating temperature: 35-C,
power requirement: 60 Hz 120 VAC, warranty: 1 year parts and labor,
gas species of interest: coal gas, N2 46%, H2 15%, CO2 13%, CO 8%, H2O
13%, CH4 4%, O2 0.5%, H2S 0.3%, and in detection of SO2 during
regeneration of H2O sorbent, user will analyze "Wet Sample Stream" and
will heat trace sample line and capillary so that analyzer can measure
water vapor content of sample gas (up to 15%), In addition to the
2units required, the award will have an option quanity of up to 3
additional units, with the option exercise period to extend to 31 Dec
97. The above items must be delivered no later than 3 weeks ARO, FOB
Morgantown WV. Instructions to Offerors-Commerical, FAR 52.212-1
applies to this acquistions. Offerors are required to supply a
technical proposal showing their equipment's conformance to the
requirements set forth above. Use of existing product literature to the
extent practicable is recommended. All offerors must complete and
return a copy of FAR 52.213-3, Offeror Representations and
Certifications-Commerical Items, and a completed SF 1449, with the
offer. The clauses at 52.212-4, 52.212-5 are applicable and are
