This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. (ii) Request for Quotation
DABT60-97-Q-0479 (iii) This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. (iv) This procurement will be a total Small Business
Set-Aside (Standard Industrial Code (SIC) 3949 -- 500 employees). (v)
GENERAL. The Army Training Support Center (ATSC) has a requirement to
acquire a Commercial Off The Shelf (COTS) deployable range package to
support live fire training requirements. The devices will be produced
both as standalone and to interface with the Government Furnished
Material (GFM) which is the M31A1 target mechanism. The devices will be
radio controlled and fully portable and will have solar power
recharging capability. They shall be fully operational in environmental
conditions normally encountered at Army training facilities worldwide.
At minimum the devices shall operate without damage in temperatures
ranging from 0-125 F and shall be waterproof. A two year warranty is
required. There are five (5) line items. CLIN 0001 Hand Held Controller
(including battery charger) -- 6 each; CLIN 0002 M31A1 Target Mechanism
Interface Device/Conversion Cable -- 125 each; CLIN 0003 Multiple
Integrated Laser Engagement System (MILES) Shootback Device -- 30 each;
CLIN 0004 Stationary Armor Target Lifter (SATL) -- 20 each; and CLIN
0005 Radio Interface Box for Programming M31A1 Interface Devices -- 3
each. In addition, the contractor shall provide the following technical
and training support: any special tools and test equipment necessary
for the operation and maintenance of the targetry; New Equipment
Training; technical support required to modify the M31A1 for 12 VDC
operation and system integration with Government Furnished Material.
The following data items shall be provided: (1) Repair and technical
manuals to support all repair and frequency change actions and (2)
parts lists. PERFORMANCE SPECIFICATION: The devices shall support both
small arms and anti armor gunnery. Both army standard E and F
silhouettes and full scale armor frontal targets will be presented. The
targets will be individually selectable by hand held controller. All
items procured under this contract must be fully interoperable with
existing deployable range equipment procured from ATA Defense
Industries. SPECIFIC REQUIREMENTS FOR THE ITEMS FOLLOWS: (CLIN 0001)
HAND HELD CONTROLLER (HCC): The device shall: Not weigh more than ten
pounds including power source, or 15 pounds if the power source is not
built in. Be capable of being held in one hand and be operated by the
operators other hand. Be tunable from 403 MHz to 433 MHz without parts
replacement. Be tuned either directly by a control on the device or
special test equipment. If special equipment is required the contractor
shall provide two complete sets of the special test equipment. If test
equipment requires an external power source, it shall be powered by
120 VAC 60 Hz and 240 VAC 50/60 Hz. The device shall: Be capable of
operating targetry range of 5 KM line of sight. Be capable of operation
up to 1000 individually controlled targets. Be powered by a
rechargeable battery that is capable of sustaining normal range
operations for a period of six (6) hours. The contractor shall provide
an additional 2 spare rechargeable batteries per unit. It shall have
a lighted panel for use in night training operations, have a low power
indicator, and be simple to operate with minimal training. Normal time
to train operator shall not exceed 1 hour. The device shall allow both
manual and automatic (preprogrammed) control of individual target
mechanisms, by target groups, or all targets. The programming shall
allow an operator to stop a program and then resume at the point of
stoppage. Shall allow use by a individual using gloves. Have a means
for display of target numbers, target up/down actions and other data as
may be required during programming scenarios. The device shall have a
on/off switch. It shall have the capability to down load scoring
information to a PC or printer. The contractor shall provide one
battery charger for each device. The battery charger shall be capable
of being powered by 120 VAC 60 HZ and 240 VAC 50 Hz. CLIN 0002 -- M31A1
INTERFACE DEVICE: The device shall: Allow programmable remote radio
control operation of the Army standard M31A1 target mechanism. Be
capable of being co-located M31A1 and secured to the device. The
contractor shall provide all cables and antenna and connectors for
M31A1 conversion to 12 VDC operation of both the interface device and
the target mechanism. The device shall operate in the same frequency
range as the HHC. It shall be tunable either by special test equipment
or by controls located on the device. If special test equipment is
required to retune, it shall use the same device that is used by the
hand held controller. If special test equipment requires external power
it shall be powered by 120 VAC 60 Hz and 240 VAC 50 Hz. When installed
on the target it will not protrude above the stacking frame. The
device shall not weigh more than 10 pounds including additional
required cabling. It must allow daisy chaining (connection) of M31A1
mechanisms without interface units. One device shall be capable of
controlling up to 10 mechanisms. The device will transmit to the HHC on
command the number of times the target has been hit. It will allow the
following separate M31A1 functions: (a) drop when hit; (b) Bob (up and
down) until hit and then down; (c) Remain in up position regardless of
the number of times hit until receiving down command. The device shall
be individually addressable by external controls from 000-999. It shall
have a on/off switch and a low-battery indicators. Shall allow
bi-directional communication with the HHC to a distance of 2000 M. CLIN
0003 -- MILES SHOOTBACK DEVICE: It shall: Operate the government-owned
MILES laser emitters. Be controllable either from the HHC or the
target device on which it is installed. Provide random sweeps of MILES
signal capable of engaging MILES harnesses at a maximum distance of
200 meters. Draw its operating power from the device on which it is
installed. Have an on/off switch and transmit low-battery signal to the
HHC. Shall not weigh more than 15 pounds without power source. CLIN
0004 -- STATIONARY ARMOR TARGET LIFTER: Shall be controlled by the HHC.
Be individually addressable by external controls from 000-999. The
device shall have a on/off switch. Allow bi-directional communication
with the HHC to a distance of 5 km. Device must transmit hit
information to the hand held controller on command. Must transmit low
power warning to the HHC. Lift a 120 pound frontal armor target in ten
seconds and shall be capable of withstanding a 30 mp wind without
damage. Shall be powered by a gel cell type battery of at least 80
ampere-hour rating. The contractor shall provide one power source with
each mechanism. The mechanism shall not weigh more than 200 pounds
including power source. The mechanism shall be transportable in a HMVEE
tactical vehicle. The SATL shall be capable of the following commands:
UP; Down; Fall when hit; Automatic up after hit. CLIN 0005 -- RADIO
INTERFACE BOX (RIB): Shall operate on the same frequency as the HHC. Be
capable of tuning the target interface devices by means of controls
located on the device. If the RIB requires external power it will
operate on 120/240VAC 50 or 60 Hz. Weigh no more than 12 pounds
complete. TECHNICAL MANUALS: The contractor shall provide a minimum of
10 sets of technical and repair manuals written to commercial
specifications. Manuals shall include all operation instructions,
trouble shooting procedures and maintenance repair procedures down to
the lowest repairable part, including parts lists and special tool
lists. SPECIAL TOOLS: The contractor shall provide two sets of special
tools and test equipment. TRAINING: The contractor shall provide a new
equipment training (NET) class on the operation and maintenance of the
system including conversion of the M31A1 from 120 VAC operation to 12
VDC operation. The training shall be conducted in Goverment furnished
facilities at Schofield Barracks immediately after delivery of all
equipment specified herein. The contractor shall provide all necessary
training materials. TECHNICAL ASSISTANCE: The contractor shall provide
one five-day technical assistance visit to the training site(s)
subsequent to delivery of the devices. The visit will be concurrent
with the NET. The contractor shall provide technical advice to and
assistance in the integration of the devices with the M31A1 target
elevating mechanism. (vi) DELIVERY: FOB: Destination, not later than
120 day ARO. Place of delivery and acceptance is Building 2108,
Schofield Barracks, HI. (vii) Solicitation provisions at FAR 52.212-1,
Instructions to Offerors Commercial Items (OCT 1995) is hereby
incorporated by reference. Offerors are reminded to submit a technical
description of the items being offered in sufficient detail to
evaluate compliance with this solicitation. This may include, but is
not limited to, product literature, pictures and schematics. Each
proposal shall include a fully functional set of devices for technical
evaluation. The evaluation will consist of a function check and
physical connection to existing equipment to ensure interoperability.
Bid samples shall be returned to unsuccessful offerors after contract
award. (viii) Solicitation provision at FAR 52.212-2, Evaluation
Commercial Items (OCT 1995) is hereby incorporated by reference. Award
will be made to the responsible offeror whose offer meets the
solicitation's minimum criteria for acceptable award at the lowest
price. (ix) Offerors are reminded to include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications
Commercial Items (JAN 1997) and DFARS 252.212-7000, Offeror
Representations and Certifications Commercial Items (NOV 1995) with its
