91 -- DIESEL ENGINE LUBRICATING OIL, WITH BULK DELIVERY. SOL F41636-97-Q1437 DUE 082997 POC Bruce Taylor / voice phone 210-671-1723, FAX 210-671-5063 This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written quotes (no oral ones), on requisition F41636-97-Q1437. Quote forms are available by FAX. Manufacturer name (Brand and type number) shall be provided with quote, along with technical literature. This procurement is restricted to small business, using the size standard listed per SIC code in FAR 19 (maximum of 500 employees). This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 90-46. Standard Industrial Code (SIC) is 2992. Requirement is for diesel engine lubricating oil. Quantity is estimated at 23,800 gallons, to be provided over approximately 12 months. The time period for deliveries shall be 1 Oct 97, or time of award, whichever is later, to 30 September 1998. Contract will have an option for one additional year (time period 1 Oct 98 to 30 Sept 99). Deliveries shall be made within 48 hrs of requests (calls), and shall range from a maximum of 1800 gals down to a minimum of 500 gals per delivery. Deliveries shall be bulk delivery to the tank at the Total Energy Plant (Bldg 4895), Wilford Hall Medical Center, Lackland AFB TX 78236. Delivery service costs shall be included with quote. Occasional emergency deliveries within 24 hrs may be required (up to 5 estimated emergency deliveries per year). Contractor will indicate in quote if there is an additional charge for emergency deliveries, and the charge for emergency deliveries will be considered as part of the price evaluation for award. Quotes shall also provide separate pricing for option year. The oil offered must meet the requirements of Military Specification MIL-L-9000H(SH) and must be on the qualified products list for that specification. Oils or custom blends that are not on the qualified products list will not be considered for award. Suggested oils are SAE 40 type, such as Texaco 1672 or Shell 9250. Contractors will not be allowed to switch between different brands on the QPL after award. Note that the provisions at FAR 52.212-1, Instructions to Offerers -- Commercial Terms, applies to this acquisition. Also applicable are FAR 52.217-5 Evaluation of options, FAR 52.217-9 Option to Extend the Term of the Contract, FAR 52.216-18 Ordering, FAR 52.216-19 Order Limitations. And the clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this solicitation. Specifically the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers. The clause at DFARS 252.212-7001, Contract Terms and Conditions required to implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically the following clauses cited are also applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. Offerers must include with their offer a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and DAFRS 252.212-7000, Offerors Representations and Certifications -- Commercial Items. Award will be based on evaluation of requirements capability, lowest price(including the price for the option year), responsible offer. Quotes must be sent in writing (no oral quotes), to the Point of Contact indicated above. Quotes are required to be submitted not later than 2:00PM (CST), 29 Aug 97, and acceptance must be good for 60 days. Award is anticipated to be made around 1 Oct 97.
