Effects of Environmental Stressors Using Intensive Sites CFDA Program
Number: 66.500 Closing Date for Preproposals: August 25, 1997 The U.S.
Environmental Protection Agency seek research proposals to address
fundamental concepts of environmental stressor-ecological response
relationships using intensively monitored sites as part of a joint EPA
and National Park Service program, the Demonstration Intensive Site
Project (DISPro). The sites are composed of 12 National Parks
representing a range of ecosystem types and intensively monitored for
anthropogenic and natural stressors.This solicitation complements
ongoing research programs in EPA/ORD Laboratories and is consistent
with the goals and objectives of the ecologically-based monitoring
programs in NPS#s Air Resources Division. This solicitation seeks
fundamental research on important scientific principles related to
ecological response and/or exposure, and encourages a diversity of
research approaches. Proposed projects should be developed to address
any or all of the following research areas: UV-B effects on aquatic and
terrestrial systems; nitrogen effects on terrestrial systems,
tropospheric ozone effects on terrestrial systems; problems of temporal
and spatial variability in environmental measurements. Applicants must
ensure that the research proposed is significantly different from that
in any other application you have submitted to a current competition
and/or from any other grant you are currently receiving from EPA, NPS,
or any other federal government agency. Approximately $2 million will
be made available for this competition, with a projected award range
of $50,000 to $300,000 per year and a duration of three years. Awards
are subject to the availability of funds. Statutory authority for EPA
funding of this research is found in Section 103 of the Clean Air Act
and Section 104 of the Clean Water Act. Interested applicants must be
eligible to receive Federal assistance under these acts. Not-for-profit
scientific research and educational institutions located in the United
States are eligible to apply under this solicitation. Profit-making
firms are not eligible to receive assistance under this program.
Researchers in federal agencies may submit proposals, but federal
employees may not request salary reimbursement. EPA researchers cannot
request monies for other than extramural uses. Federal employees may
cooperate or collaborate with other eligible applicants within the
limits imposed by applicable legislation and regulations. EPA and NPS
welcome applications on behalf of all qualified scientists, engineers,
and other professionals, and strongly encourage women, minorities, and
persons with disabilities to compete fully in this program. In
accordance with Federal statutes and regulations and EPA and NPS
policies, no person on grounds of race, color, age, sex, national
origin, or disability shall be excluded from participation in, denied
the benefits of, or be subjected to discrimination under anyprogram or
activity receiving federal assistance from the Environmental
Protection Agency or the National Park Service. The initial application
will be made through a 3-5 page preproposal that succinctly describes
(1) the proposed research project (objectives, rationale, and
methodology); (2) its benefits toward understanding stressor-ecosystem
response mechanisms; (3) the park(s) to be considered, (4) the primary
research team and its unique abilities; (5) the primary research
facilities; (6) a clear statement of the interaction with federal
researchers (if appropriate) and park personnel, and (7) an approximate
budget. A cover sheet delineating the following 7 items should
accompany the preproposal: (1) research institution; (2) research
project title; (3) research question being addressed (from the 4 listed
previously); (4) key contact(s), including phone, fax and email; (5)
federal collaborators, (6) park(s) selected for research; and (7) total
budget. The preproposals will be reviewed by EPA and NPS formeeting the
overal objectives of DISPro, relevancy to EPA and NPS, and addressing
the research questions. Based upon this review the successful
pre-applicants will be requested to submit full proposals. It is EPA#s
and NPS#s intent to conduct the reviews of the preproposals as rapidly
as possible. Full proposals will be requested within 30-45 days after
receipt of preproposal. The preproposal may be submitted by EMAIL, FAX,
or post. The preproposal must be received by EPA/NHEERL/WED no later
than 4:00 P.M. PST on the closing date, August 25, 1997. The
preproposal application must be prepared in accordance with the above
instructions. Informal, incomplete or late submissions will not be
considered. Completed pre applications should be sent via regular or

and this number should be used if any questions arise regarding
submission or receipt. Instructions for submission of full proposals
will be provided to those pre-applicants selected for full proposal
