synopsis/solicitation for commercial items prepared in accordance with
format in Subparts 12.6 and 13.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation to be issued, proposals are being requested from
this announcement, a written solicitation will not be issued. The
Request for Quote number is N00244-97- Q-A052. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 46. This solicitation is issued on an restricted
basis, utilizing Standard Industrialization Classification Code of 8748
with a small business standard of 500 employees. FISC San Diego has a
requirement for the following: ERGONOMICS STUDY -- The following
description provides the scope of work needed to organize and implement
an ergonomics program at the Naval Air Reserve Santa Clara, Moffett
Field, California. The four following areas are the primary scope of
work needed to be addressed: (1) Work Risk Analysis, (2) Management
Ergonomics Training, (3) Worker Injury Prevention Training, (4)
Ergonomics Team Training. WORK RISK ANALYSIS: The vendor will perform
a work risk analysis evaluating work station ergonomics and worker
behaviors at the following NAR Santa Clara work centers: (16) aircraft
intermediate maintenance work shops, (5) administration work areas,
the comptroller department, the maintenance support division, the
medical department, (2) MWR work areas, the operations department, the
safety department, (3) supply work areas and the training department.
In addition, (8) work centers from squadrons VR-55, VP-19 and the
administrative functions of each squadron shall also be included in the
work risk analysis process. All work centers will be evaluated to
identify risk factors presented by the work environment, procedures and
tools. Worker behaviors will also be noted to identify injury risk
factors caused by specific body motions and postures used by employees
during the performance of their job. This analysis should yield a
comprehensive, practical and understandable risk Analysis Report. The
report should provide NAR Santa Clara with a detailed description of
all identified risk factors as well as the corrective actions needed to
eliminate the identified risks. MANAGEMENT ERGONOMICS: The contractor
will conduct a four hour ergonomics training seminar for all
supervisory and management personnel at NAR Santa Clara. This seminar
will include an introduction to ergonomics and will teach participants
how to identify the ergonomics risk factors found at NAR Santa Clara.
WORKER INJURY PREVENTION TRAINING: The contractor will conduct a two
hour employee motivation session designed to inspire employees to
utilized smarter work techniques. ERGONOMIC TEAM TRAINING: The
contractor will conduct a sixteen hour ergonomics training seminar
designed to make the Command Ergonomics team qualified to initiate and
follow up on all recommendations found in the Work Risk Analysis
Report. This participatory training will teach the team how to perform
supplemental job hazard analysis to identify and correct ongoing
ergonomic hazards at NAR Santa Clara. The team will be instructed in
how to apply smart working techniques and will be given a prevention
training package for used during new worker ergonomic orientations. All
training will be held and performed on-site at Naval Air Reserve Santa
Clara, Moffett Field, CA 94035. The anticipated period of performance
is November 1, 1997 through December 31, 1997. All responsible Small
businesses that can provide a proposal that meets the criteria for this
requirement must submit a proposal detailing the actions that will be
needed to organize and implement the required ergonomics program.
Evaluation criteria: Prospective contractors are required to submit a
minimum of two references from previous work performed that meets the
above mentioned criteria or is considered similar in nature
(Organization titles, POC's and phone numbers, and type of study
performed). Also submit the following information: current pricing,
payment terms, cage code, Duns/Bradstreet number, and Taxpayers ID#.
Inspection and Acceptance will be at Destination. The following
provisions and clauses are applicable and are hereby incorporated into
the solicitation by reference and will be provided by the contracting
