Elmendorf AFB AK, woods@elmmail.topcover.af.mil. This notice includes
information for the Operation and Maintenance support of the facility
and facility equipment for the new Elmendorf Air Force Base Hospital.
The contractor shall provide all personnel, equipment, parts, tools,
vehicles, transportation, materials, supervision, and other items and
services to perform the Operation and Maintenance for the new Elmendorf
Air Force Base Hospital. The contractor shall maintain the entire
physical plant, prevent physical deterioration of the facilities and
equipment, operate facility equipment, operate energy management and
control system, operate and maintain heating system, operate and
maintain power production and related systems, provide environmental
monitoring, provide maintenance for security and fire alarms, perform
complete grounds maintenance services, perform minor construction, and
provide emergency service and disaster support. The contractor shall
perform to government directives and industry standards for all
specialized medical and support systems. The contractor shall be
familiar and comply with all applicable current Joint Commission on
Accreditation of Healthcare Organizations (JCAHO) requirements.
Government Furnished Property and Services includes: Initial issue of
all mandatory government publications, facilities or space for
contractor's supplies, equipment, and administrative space. The
Government will furnish water, natural gas, sewage, electricity,
heating and cooling, phone service, police protection, fire protection,
and software and associated hardware for the computerized operations
and maintenance of records. Duration of the contract will be one (1)
basic and four (4) option years not to exceed five (5) years.

Faxed requests will be accepted at (907) 552-7496. The government
intends to award a Firm Fixed-Price contract, under full and open
competition, based on Technically Acceptable/Low Price. It is
anticipated that a formal Request for Proposal will be issued on or
about 15 August 1997. The Request for Proposal closing date is on or
about 24 September 1997. Instructions for submissions to include the
time and place will be contained in the Request for Proposal. A
pre-proposal conference/site visit will be held on or about the week of
2 September 1997 at Elmendorf AFB, AK. This acquisition is classified
