on-site at GSFC/Wallops Flight Facility (WFF). This is a notice of
intent to issue a letter Request for Proposal on a noncompetitive basis
in accordance with 10 U.S.C. 2304(c) (1) -- "Only One Responsible
Source", to DynCorp Aerospace Operations, 6801 Calmont, Ft Worth TX
76116 for a 6-month extension, October 1, 1997 through March 31, 1998,
with six 1-month option periods through September 30, 1998, under NASA
contract NAS5-31046. As a result of a decision by NASA Headquarters to
consolidate NASA aircraft at Dryden Flight Research Center (DRFC),
services were not resolicited for a follow-on contract. NAS5-31046 was
extended for a 4-month period through January 31, 1997 to allow
completion of FY 1996 programmed aircraft operations and to allow
disposition of the aircraft as directed by NASA Headquarters. During
the extension period, NASA Headquarters elected to continue operating
aircraft at WFF. NAS5-31046 was subsequently extended for an additional
8-month period through September 30, 1997. Extension through March 31,
1998, with six 1-month option periods is required to allow for
continued aircraft services to meet programmatic commitments while a
new performance based contract is being developed or until aircraft
consolidation is mandated for GSFC/WFF. This extension will permit
on-going airborne science and launch range support operations to
continue and at the same time allow for the transfer and disposal of
designated aircraft that are in service during FY 1997. In the event
that aircraft consolidation is directed in FY 1998, the extension
period will be required to prepare and implement the transfer of
aircraft. The award of this contract to other than the incumbent would
result in disruption of services that involve programmatic
commitments. Continued services with the incumbent contractor is
required so that a safe and orderly completion of program operations
and aircraft transfer can occur. Any firms desiring consideration are
requested to fully identify their capabilities toprovide these services
within 15 days of publication of this synopsis, in writing, to the
GSFC/Wallops Flight Facility and individual listed. Collect calls are
