62012049@eln.attmail.com. The USCG ELC is seeking Electrical
Engineering (EE) firms to provide Marine Electrical Engineering and
Technical Support Services for design of new Coast Guard cutters,
Maintenance and Upgrade of existing cutters, and Electrical Engineering
Design and Investigative Services. Work will focus on support for all
types of Coast Guard cutter designs including: Buoy Tenders, High and
Medium Endurance cuters, Icebreakers, Patrol Craft, and Advanced Marine
Vehicles. Also, work will focus on ship services and emergency power
generation and distribution systems, electric propulsion systems,
machinery plant control and monitoring systems, and interior
communication. Preference will be given to Contractors located within
a two hour commute (one-way), by either automobile or train, of the
Engineering Logistics Center. To be considered, Contractors must
demonstrate their ability to meet the following requirements: (1)
possess adequate facilities, equipment, personnel, and experience; (2)
have access to Computer Aided Design (AUTOCAD versions 13 and later);
(3) be professionally licensed in electrical engineering; (4) have the
ability to perform routine design work on new ship design and existing
ship design modification project, and experience in the preparation of
shipALT packages; (5) have the ability to perform nonroutine and highly
specialized work in conducting investigations and preparing analysis to
quantify, qualify and resolve problems with system design and
performance deficiencies; (6) have design experience with electric
plant power generation and distribution systems, electric motors and
motor controls electric propulsion systems, machinery plant control and
monitoring systems, and interior communciation systems; (7) have the
ability to evaluate and prepare electrical contract and detail designs,
including work on trade-off studies, propulsion system dynamic
analysis, propulsion system regenerative power analysis, electric plant
power quality analysis, electric plant load analysis, fault current
calculations, circuit protective device coordination studies, and
harmonic analysis; (8) have the ability to evaluate AC-AC, AC rectified
DC, and DC-DC electric propulsion systems; (9) have the ability to
investigate performance problems and safety hazards associates with
propulsion control and monitoring systems on open and closed loop
controls, analog circuits with discrete components or digital circuits;
(10) have the ability to develop software standards and monitor
software advances for electric plant automation and machinery plant
control and monitoring systems; and (11) have the ability to prepare
electrical system cost and weight estimates. The Contractor shall
employ full-time key personnel including; Program Manager (10 yrs exp,
BS-Engineering or Business Admin.); Principal Electrical Engieer
(Supervisor, 10 yrs exp, BS-Electrical Engr, Prof Engr); Principal
Material Engineer (10 yrs exp, BS-Material Science); Electrical
Engineer (10 yrs exp, BS-Elec Engr, Prof Engr); Electrical/Computer
Engineer (10 yrs exp, BS-Electronic/Comp Engr); Mechanical Engineer 10
yrs exp, BS-Mechancial/Marine Engr, Prof Engr); General Engineer (5
yrs exp, BS-Eng); Equipment Specialist (4 yrs exp, S or Tech/Trade
School); Engineering Technician (Electrical, 4 yrs exp, HS or Trade
School Grad); and Draftsman (2 yrs exp, HS or Trade Schools Grad).
