transportation, permits, mobilization and demobilization required for
replacement of the existing Covered Mooring with a 3,720 square foot
Covered Mooring Maintenance Facility. Facility shall be a prefabricated
building over a concrete structure supported by concrete piles.
Existing Covered Mooring shall be demolished. Rip rap will be required
along the shoreline. In-water work shall be completed between October
1, 1997 and May 31, 1998. The work shall include concrete, pile
driving, rip rap, asphalt paving, electrical, mechanical, civil,
structural and architectural. The estimated price range for this
contract is between $1 and $3 million. Duration of the contract is
approximately 12 months. SIC Code 1629. There is a $20.00
NON-REFUNDABLE charge for each set of plans and specifications. To
obtain plans and specifications you may send a certified check,
cashier's check or money order accompanying your request, payable to

The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
