(310)363-6360 The NAVSTAR Global Positioning System (GPS) Joint Program
Office (JPO) is identifying qualified sources interested in producing
Global Positioning System (GPS) Receivers and Receiver Mounts. The
government requests your response not later than 15 days from
publication of this notice. This announcement updates the previous
announcements published on 29 October, 1996 and 26 February, 1997. The
JPO anticipates awarding a single non-developmental item (NDI)
contract for the production, test and delivery of GPS receivers. The
receivers and receiver mounts must, as a minimum, be fully backward
compatible (form, fit, and function) with the existing Miniaturized
Airborne GPS Receiver (MAGR) radio frequency (RF) or intermediate
frequency (IF) precise positioning system (PPS) sets and host vehicle
mount configurations, such that present aircraft integrations are
unaffected. The government desires a 10-year warranty. Award will be
based on an integrated assessment using "best value" criteria. When the
RFP is released, potential bidders will be encouraged to submit a
proposal together with a production ready test sample demonstrating,
through government testing, that their system is fully backward
compatible. The government will consider enhanced performance and
additional functionality per the technical matrix (at the case
sensitive Internet address:

affect backward compatibility, as part of this best value acquisition.
The contractor may accomplish this by a combination of delivered new
functions and pre-priced, pre-planned product improvements. Adherence
to the GPS Receiver Applications Module (GRAM) guidelines (per the
aforementioned technical matrix) is required for the production sets to
permit modification to meet yet to be determined DoD/NAS requirements.
If compliance to the GPS GRAM guidelines is not included in a bidder's
technical sample, the bidder will be required to detail in their
proposal how an upgrade to GRAM compliance will be accomplished. The
combined proposal and production ready test sample will be required to
demonstrate that all requirements will be achievable by first delivery
date with minimal risk to the government. A Indefinite Delivery,
Indefinite Quantity (IDIQ) firm-fixed-price (FFP) type of contract is
expected, with a basic period (first deliveries in April 1999) and four
annual production options (deliveries through March 2004). Acquisition
streamlining principles will be used (i.e. reduced Military Specs,
Standards, and Contract Data Requirements Lists). The schedule is
currently anticipated as follows: Draft RFP release October 1997, RFP
release December 1997, proposals/Production Ready Test Samples due 1
March 1998, contract award October 1998, and firm first delivery April
1999. Currently, the government estimates a minimum requirement for
257 units for deliveries in FY99-01, and estimates a requirement for
100 units for deliveries in FY02-03. For reasons mentioned above, this
stated quantity has the possibility of increasing during the life of
the contract to a maximum of 4000 units. Bidders will also be required
to address how their proposed receiver could serve as the basis to
upgrade existing MAGR platforms to meet yet to be determined DoD/NAS
requirements. The program cost of the receiver including the costs
associated with the contractor's qualification testing should not
exceed the budgeted cost of the current MAGR ($25,000/unit). Interested
offerors having the qualifications and capabilities to meet this
requirement must submit clear and convincing documentation
demonstrating their ability to produce the receivers as described and
submit the production ready test sample within schedule and cost. In
accordance with national security direction, the receiver acquisition
will have some restrictions for foreign-owned company participation.
The foreign design, manufacture, assembly, test and/or maintenance of
hardware elements directly associated with cryptographic hardware or
software will not be allowed; these aspects must be totally
accomplished by a US owned and geographically located company. Foreign
teaming, licensing and subcontracting is allowed; however, in order to
comply with the above restrictions, participants must be clearly
separated and auditable. A bidders' library will be established for
interested offerors to review related GPS JPO User Equipment documents.
An Internet web site for distributing information to industry and for
requesting industry feedback is currently being established on the JPO
homepage. This site will be in addition to and supportive of industry
days. Future dialog regarding this solicitation may occur between the
government and the respondents to this CBD announcement. GPS security
devices shall be acquired in accordance with CZE 93-71A. Qualified
offerors must possess a SECRET facility clearance and approved
classified material storage container(s) in order to receive and store
classified portions of the receiver specification. The government
plans to host a presolicitation conference prior to the release of the
final RFP. Offerors must indicate whether they are or are not a Small
Business concern under Standard Industrial Classification Code 8731.
We highly encourage any small business to participate. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Interested parties are invited to call Mr. Leslie

issues or problems that have been previously brought to the attention
of the Contracting Officer and could not be satisfactorily resolved at
