MASC Acquisition Management, Doris.P.Turner@noaa.gov. The National
Oceanic and Atmospheric Administration (NOAA), National Weather Service
(NWS) seeks to purchase an upgraded Off- Air Monitoring System (ROAMS)
which is a performance monitoring and alarm reporting product that is

signals, 2) detect and report each signal that exceeds a programmable
limit threshold, 3) monitor and decode NWS Specific Area Message
Encoded (SAME) messages and report programmable fault levels of BER, 4)
