a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation N63394-97-R-2216 is
issued as a Request for Proposal (RFP). This solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-46. The Standard Industrial
Classification Code (SIC) is 3672 and the business size is 500
employees. The contract line items, quantities and unit of measure are:
CLIN 0001 -- 30 Each Versa Module Eurocard (VME) Single Board Computer
(SBC). CLIN 0002 -- 35 Each Versa Module Eurocard (VME) RISC Single
Board Computer (SBC). CLIN 0001 shall meet the following specification
criteria in order for the SBC to function within the Battle Force
Tactical Training (BFTT) System. Hardware Criteria: Meet IEEE STD 1014-
1987, 6U x 160mm VME Board, CPU: Motorola 68040 operating at 33 MHz, On
Board Memory: 32 MB of RAM (DRAM is acceptable), RAM shall be
accessible over VME64 bus, RAM shall be locally and globally mapped,
RAM shall be burst-mode-accessible, Burst mode reads and writes must be
less than 200 nsec per word, Interfaces: Shall support VME Subsystem
Bus (VSB) over the P2 pins, shall support standard AUI and/or thin-wire
ethernet connections via front panel, shall support standard DB-9,
DB-15, modular (RJ-11), or micro DB- 9 RS-232 connections via the front
panel, shall support standard SCSI-2 connection via front panel or P2
pins, support of these interfaces via daughter board is acceptable,
provided that ethernet and serial front panel interfaces are always
available. VME Interface Chip: VIC chip shall be VMEchip2. Software
Criteria: Must support an Ada-based run-time, must have a VxWorks Board
Support Package (BSP), must support a development environment ported to
SUN-4s, chip or board support packagesfor the VSB interface must be
provided. CLIN 0002 shall meet the following specification criteria in
order for the SBC to function within the Battle Force Tactical
Training (BFTT) System. Hardware Criteria: Meet IEEE STD 1014-1987, 6U
x 160mm VME Board, 33 MHz MC88100 RISC microprocessor, 32 MB ECC DRAM,
32 KB Cache, Serial port supported by a CD241 serial controller chip
using EIA232D drivers and receivers located on the main board, PCC2
chip supporting 8-bit bidirectional parallel port, Ethernet transceiver
interface implemented by an 82596CA chip, VME Interface chip shall be
VMEchip2. Software Criteria: Must support System V release 3.2 UNIX,
must support Greenhills version 1.8.5m16 C compiler. The proposal shall
include descriptive literature containing sufficient technical
documentation to establish a bona fide capability to meet this
requirement. This procurement is intended to be used in the existing
Battle Force Tactical Training System. Drawings relating to the
procurement are not available. Port Hueneme Division, Naval Surface
Warfare Center requires delivery of CLINS 0001 and 0002 30 days after
contract award. Partial or early deliveries are authorized. Delivery
shall be FOB Destination, Port Hueneme Division, Naval Surface Warfare
Center, 4363 Missile Way, (Code 4L12), Port Hueneme, CA 93043-4307.
Only FOB Destination will be considered. The offeror shall provide
their Standard Commercial Warranty and include information on length of
warranty, effective date, specific terms and conditions and warranty
service provider with the company name and telephone number. The
provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items
(OCT 1995), applies to this acquisition. The Government intends to
evaluate offers and award a contract without discussions with offerors.
Therefore, the offeror's initial offer should contain the offeror's
best terms from a price and technical standpoint. However, the
Government reserves the right to conduct discussions if later
determined by the Contracting Officerto be necessary. FAR 52.215-18

Government intends to award a contract resulting from this solicitation
to the lowest-priced, technically acceptable, responsible offeror. FAR
52.212-4, Contract Terms and Conditions-Commercial Items (OCT 1995)
applies to this acquisition. FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (Aug 1996) is incorporated in this solicitation,
