BURTON (210) 221-4807, OR facsimile 221-4430 (Site Code DADA18) This is a notice of intent: The Government intends to negotiate a contract with LabVANTAGE Solutions (formerly Axiom Systems a subsidiary of the Chatterjes Group and the developers of LabMaestro, and Laboratory Microsystems), under the FAR 6.302-1 authority of 10 USC 2304(c)(1) that there is only one responsible source and no other supplies or services will satisfy agency requirements. Products to be acquired include LabVantage II, first and additional users licenses, Auto-Event /Report Node Licenses, LV Automated Instrument Manager (LVAIM) Site License, Quick start package, System Specification Document Preparation, adaptation to Business Rules, adaptation to report configurations, a post installation review, on-site testing, and a data warehouse. These components will comprise the efforts necessary to implement a LIMS that will facilitate customized control and data collection from tests for each sample processed. The LIMSs must be compatible with MicroSoft SQL language and operate on a Windows NT PCmulti-user network system. Features included are: Smart Log (method key) predetermined test selection based upon type of sample, individual user unique login screen(s) based upon test method and affected fields, personnel qualification or certification date to perform test, relates data fields to capabilities on pop-up menus, links an original or a prepared template note to any data fields and hi-lites the related data, provides contact sensitive help including hyper-text links, and on-line tutorial, sorts controls work lists and access to sample information, tests result data entry or display in a spread sheet format in an active mode to authorized/ certified personnel, active field updates (on the fly) from analog interface test data received, predetermined test result parameter flags and analysis for established results, method/SOP smart link, test data limit index dependency with alpha numeric warning and failure flags, multiple security levels to access by user and function, integrated prerequisites (business rules) requiring validation by retest or resample including logical conditions, Access Reporting Module with data interpretation and report generation capability, global Method file, new database tables are integrated into the system upon creation, automatic events/triggers (chron functions) such as auto reporting, e-mail, or transfer of data and automatic instrument data collection from scientific instrumentation. Award will be made on a sole source basis to provide the forgoing functions and characteristics that are not available from another source.
