Institute of Standards & Technology has a requirement for the
construction of a sealed, water calorimeter for use in the dosimetry of
ionizing radiation beams (e.g. Co-60 and accelerator-produced high
energy photon beams) both vertically and horizontally directed. This
work shall be based on the published developments of S. Domen,
recognized internationally as the benchmark for the direct realization
of absorbed dose to water for ionizing radiation beams. It is the
intent of the government to negotiate only with The University of Texas
Southwestern Medical Center, Radiation Oncology Department, as the only
source reasonably available to satisfy the needs of this agency, in
accordance with FAR 13.106-2(a)(5). The University of Texas has on
staff Dr. Kenneth Gall, who is an expert in the dosimetry of ionizing
radiation used in cancer therapy. Dr. Gall has worked directly with
Steve Domen and is uniquely familiar with the concepts, design,
fabrication and use of the required sealed water calorimeter. The
period of performance for this requirement is from date of award
through September 30, 1998. The Government intends to issue a Time and
Materials purchase order for this requirement. Interested persons may
identify their interest and capability to respond to the requirement
or submit a quote. This notice of intent is not a request for
competitive quotations. However, all quotes received by the response
date 8/1/97, will be considered by the government. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement. No
