Commission is seeking to identify Engineering firms with expertise in
electronic circuit design and fabrication. The Safety Standard for
Cigarette Lighters (16 CFR Part 1210) requires the use of electronic
surrogate lighters in testing to determine the lighter's ability to
resist operation by young children. Because the testing is conducted
using panels of pre-school children, the surrogate lighters do not
produce a flame. They produce an audible or visual signal that will be
clearly discernible when the surrogate lighter is activated in each
manner that would normally produce a flame in a lighter intended for
use by consumers. Each surrogate lighter must be the same in
appearance, size, shape, and weight of the lighter intended for use by
consumers. Each surrogate lighter must be identical, within reasonable
manufacturing tolerances, to the lighter intended for use by consumers
in all factors that affect child resistance (including operation and
the forces required for operation). There are six (6) surrogate
lighters in each set of lighters. The Engineering firm shall be
qualified and able to convert production cigarette lighters into
electronic "surrogate" cigarette lighters. The Engineering Firms shall
be capable in the Mechanical and Electrical Engineering disciplines
with particular emphasis in the area of microelectronics. This is not
a formal Request for Quotation/Proposal. However, firms that respond
should furnish detailed information concerning their capabilities to
the U.S. Consumer Product Safety Commission, Division of Procurement
