This solicitation is unrestricted and is open to all firms regardless
of size. The Government may award up to two (2) contracts from
responses to this advertisement. These contracts will be available for
use by other Corps of Engineers District if required. The contract
will be an Indefinite Quantity Contract for a period of one year from
date of award, with an option to extend for an additional two years.
The extensions will be approved each year at the option of the
Contracting Officer. Work will be assigned by negotiated task orders.
Criteria used in allocating task orders among the contracts includes
performance and quality of deliverables under current contracts,
current capacity to accomplish the order in the required time, uniquely
specialized experience, equitable distribution of the work among the
contractors, and other relevant factors. Maximum order limits are
$1,000,000 for each contract year and up to $1,000,000 for individual
task order. The work will consist of obtaining geotechnical information
for the design and planning for civil works, military, or support for
others projects. The Contractor shall provide all services, including
equipment and personnel for obtaining required core boring on land and
from floating plants in fresh water and protected marine water
environments. Services will also include obtaining rights of entry,
laboratory testing and establishing by survey predetermined boring
location furnished by the Government. Material/Equipment Required
includes but is not limited to: floating plant for protected waters,
site preparation equipment, survey equipment, Government-certified
laboratory facilities and testing equipment for performing soils
testing. SIC Code 8711, $2.5 Million size limite applies for small
business. 1. SPECIALIZED EXPERIENCE OF FIRM. Firm must have adequate
staff with specialized experience in obtaining core boring samples on
land, including soft swampy areas, and from floating plant in both
fresh water and marine water environments; obtaining split spoon
samples, undisturbed samples, and rock core from both soft and hard
formations of rock; performing soil tests including moisture content,
sieve analysis, Atterberg Limits, compaction test (4" and 6" molds),
loss on ignition, and sedimentation rate; and establishing core boring
locations on land and in protected waters. 2. EQUIPMENT AVAILABLE TO
THE FIRM. Firms must have necessary drilling equipment, including, but
not limited to: floating plant for protected waters, site preparation
equipment, survey equipment, Government certified laboratory
facilities and testing equipment for performing soils testing. Firm
must indicate equipment's physical location, which equipment is owned
and which is leased. 3. SIZE AND EXPERTISE OF STAFF: Firm must have
experienced personnel, including but not limited to registered
geologists, registered civil (soils) engineers, registered surveyors,
soil technicians, drilling and equipment operators. In addition, any
subcontractor must be approved by the Contracting Officer. Boring
locations and elevations must be validated by a registered surveyor. A
geologist must be present at the drill site to observe drilling
operations and prepare a field log of borings. The inspector, shall be
knowledgeable of the Geology of Florida. The original field log(s)
shall be submitted with the computer produced log. Photographs of all
rock cores must be submitted with drill logs. Final core logs will be
reviewed and signed by a licensed professional geologist. 4. PAST
PERFORMANCE: Firm must demonstrate its past performance in the
accomplishment of similar work. Items to be addressed are: (a) meeting
schedule, (b) accomplishing work within the budgetary limitations, and
(c) quality of the delivered product. Past DOD experience data
available to the Government through the Architect-Engineer Contract
Administration Contract Administration Contract System (ACASS) will be
utilized to obtain performance evaluation information. 5. CAPABILITY
TO MEET PROJECT DEADLINE. Firm must list current contracts and related
information including the name, address, and telephone number of
references used, and must demonstrate the firm's capacity to commence
work within ten (10) days after receipt of Notice to Proceed (NTP) and
to meet established schedules. 6. GEOGRAPHIC LOCATION OF FIRM TO
WORKSITE: Location of the firm relative to the worksite will be
considered. Florida firms, or firms with Florida branch offices
requiring minimal mobilization/demobilization costs will given
preference. Those firms which meet the requirements described in this
announcement and wish to be considered, must submit one copy each of
SF254 and SF255 for the firm or joint-venture and an SF 254 for each
subcontractor. In block 4 of SF 255 list only the personnel for the
office to perform the work indicated in block 3B. Additional personnel
strengths, including consultants, should be indicated parenthetically
and their source clearly identified. In block 7G of the SF 255,
indicate specific project experience for key team members and indicate
the team member's role on each listed project (architect, project
manager, etc.). Submittal of supplemental attachments to SF 255 per
evaluation factors 1-5 is strongly recommended. Submittal package is to
be received in this office at the address indicated below no later than
4:00 p.m. Eastern Time on 25 Aug 97. Submittals received after this
date and time will not be considered. Unnecessarily elaborate brochures
or other presentations beyond those sufficient to present a complete
and effective response to this announcement are not desired. Small and
Small Disadvantaged firms are encouraged to participate as Prime
Contractors or as members of Joint-Ventures with other Small
Businesses. All interested firms are reminded that the successful firm
will be expected to place subcontracts to the maximum practical extent
with Small and Small Disadvantaged firms in accordance with the
provisions of Public Law 95-507. If a Large Business firm is selected,
a Small Business subcontracting plan will be required prior to award.
