Specialist, (808) 449-6860 ext 307 Architect-Engineer services are
required for design of projects and other related work at Hickam
AFB/Bellows AFS, Oahu, Hawaii, and the outer Hawaiian islands. An
indefinite delivery (open-end) contract will be issued for a period of
one year with an option to exercise a one-year extension. This
contract will be specifically for an architect as the prime consultant.
The scope of work shall cover field surveys, engineering studies,
design services, and project inspection services. Each work order
issued under this contract shall not exceed $299,000, with the
cumulative amount of the contract not to exceed $750,000 per year. Work
orders will be issued from time to time as the need arises during the
contract period. Design services may be required for new construction,
additions, alterations, modifications, repairs, and maintenance work.
Services for each work order may include engineering studies, field
surveys, preparation of drawings, specifications, cost estimates,
design calculations and analysis, and project surveillance and
inspection. Computer aided drafting design (CADD) will be required and
shall be compatible with 15th Civil Engineer Squadron system software.
Projects can include various combinations of architectural, landscape
architecture, civil/survey, mechanical, electrical, structural, and
environmental disciplines. A minimum of $5,000 in fee work will be
issued under this contract. Firm-fixed price A-E contract will be used.
Significant evaluation factors in order of relative importance are as
follows: (1) specialized experience and personnel qualifications in the
type of work required; (2) capability to accomplish the work in the
required time and a prompt response to requested services; (3) past
experience with respect to performance on Department of Defense (DoD)
contracts; (4) record of performance over the past two years in
successful preparation of valid construction estimates for
competitively bid contracts; (5) volume of work previously awarded to
the firm by the DoD with the objective of effecting an equitable
distribution of DoD A-E contracts among qualified firms; and (6)
location in geographical area of consideration which is the island of
Oahu, in the state of Hawaii. Interested parties should show
proficiency, in-house or through association, in all of the following
disciplines: architecture, landscape architecture, civil/survey,
structural, mechanical, electrical, and environmental engineering with
the Architect discipline as the prime consultant. Firms desiring
consideration must submit Standard Form (SF) 254, if not already on
file, and SF 255 within 30 calendar days of the date of this
