STATEMENT OF WORK July 23, 1997 STATEMENT OF WORK July 23, 1997 FEMA has requirements to deliver high quality graphic, text and video content, for agency-wide, nationwide employee communications and awareness purposes, to both television monitors located in strategic areas and to employees' PC desktop monitors. The vendor must provide a total, integrated solution whereby the content can be quickly and easily created and delivered simultaneously to the TV network and to the PC network. Vendor supplied content and a real-time data interface for automated creation and display of content in our call centers are also key requirements. The content creation system must be a PC-based, Windows '95 and Windows NT compatible software package, utilizing TrueType fonts and traditional Windows graphical interface for ease-of-use. The content creation system must allow for quick image capture and image importing. The solution should include: 1) an integrated VCR control application to automate the playback of video on the TV network; and 2) the capability to integrate MPEG video into the broadcast. The content creation system must be capable of message and group-of-message scheduling by time, day and year. The solution must allow for broadcasting of content to TV monitors in many locations and allow for transmitting message updates via modem, LAN or FTP to remote playback broadcast locations. The Broadcast display generator must be a PC capable of delivering video to a TV. To ensure that the content is fresh and varied, FEMA requires the vendor supply programming content that is seamlessly displayed with FEMA created content on both the TVs and desktop networks. FEMA must maintain the control of what content is displayed and how often it is displayed in relation to FEMA content. The vendor created content should include: National news, localized and national weather information, business news, stock reports and employee welfare and well being content. The vendor must also offer a remote service bureau capability to create FEMA content in the event FEMA is unable to create its own content. Remote locations should also be able to create local content and control the insertion of their content to supplement HQ and vendor supplied programming. The vendor must supply an integrated solution to process and deliver the content created for TV display to FEMA's employee PC monitors, via the existing TCP/IP based NT platform LAN/WAN and intranet; that is, content created once can be delivered to all employees with minimal human resources. The desktop solution should be flexible in how it is displayed for on-demand viewing with and without a browser, and as a screen saver. The vendor must integrate the display of information automatically generated from the FEMA call center onto the TV and desktop displays. The vendor must provide a long-term software and maintenance agreement that offers software upgrades and technical and user support. The vendor must be capable of offering multiple configurations of hardware and software so that capabilities may be tailored to the individual FEMA facility needs. (0205)
