DRILLING/EXPLORATORY SERVICES TO BE PERFORMED AT THE WELSBACH/GENERAL GAS MANTLE SITES SUPERFUND SITE, CAMDEN AND GLOUCESTER CITY, CAMDEN COUNTY, NEW JERSEY: USEPA Contract No. 68-W9-0051. INVITATION FOR BID NO. 8001-230-SB. POC: Steven T. McNulty (201) 529-4700, Ext. 202-201-529-0823 FAX). Sealed Bids for the drilling/exploratory services for the Welsbach/General Gas Mantle Sites (WGGM), a Superfund (NPL) hazardous waste site in Camden and Gloucester City, Camden County, New Jersey, will be received by the ENGINEER, Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, NJ 07495-0018, until 3:00 p.m. Iocal time on Tuesday, August 19, 1997 at which time and place, the Bids will be privately opened. The services will consist of designated WORK and OPTIONAL WORK. Bids received after the stated date and time will not be considered consistent with applicable FAR/EPAAR provisions. Bids received through the mail will be made in accordance with FAR 52.214-7 and will be accepted by the ENGINEER in accordance with FAR 52.214-7. FAXED Bids will not be accepted. A MANDATORY pre-Bid site visit will be conducted at 10:00 a.m., on Thursday, August 7, 1997. Directions to the site are contained in the Bid Documents. The WGGM site is comprised of five study areas and includes two former gas mantle manufacturing plants and residential/vacant/public land parcels. The former General Gas Mantle Corporation manufactured gas mantles using the radioactive element thorium. The former Welsbach Company processed monzanite sand to extract thorium for use in the manufacturing of gas mantles. An aerial radiological survey of the Camden and Gloucester City area was conducted in May 1981, in the area surrounding the former locations of the Welsbach and General Gas Mantle facilities. The survey identified several areas with radiation levels above natural background levels. Following the aerial survey, the New Jersey Department of Environmental Protection (NJDEP) identified approximately 100 properties which were potentially affected by operations at the former gas mantle facilities. The majority of these properties were residential. In addition, the NJDEP identified significant amounts of radioactive contamination within the building structures, as well as on adjacent grounds, at the locations of the former gas mantle facilities. The WORK will consist of the following task: Drill and continuous split-spoon sample forty-eight (48) soil borings to 16 feet below grade and eventually grouting the boreholes. Radiation logging of the borehole will be performed by the ENGINEER, prior to the grouting of the boreholes. A 3.0-inch diameter hollow PVC pipe, capped at the end will be temporarily inserted into the borehole by the CONSULTANT to facilitate the radiation logging. The OPTIONAL WORK will consist of the following tasks: (a) Drilling and split-spoon sample thirteen (13) soil borings to bedrock estimated to be 200 feet below grade and the collection of Shelby tube and Hydropunch groundwater samples from the upper, middle, and lower aquifers; (b) Drilling and continuous split-spoon sampling seven (7) soil borings to 16 feet below grade and eventually grouting the boreholes. Radiation logging of the borehole will be performed by the ENGINEER, prior to the grouting of the boreholes. A 3.0-inch diameter hollow PVC pipe, capped at the end will be temporarily inserted into the borehole by the CONSULTANT to facilitate the radiation logging; and (c) Drilling up to thirty-six (36) soil borings to varying depths and the installation of up to thirty-six (36) monitoring wells in the upper, middle, and lower aquifers. The WORK is estimated to begin on October 6, 1997. The OPTIONAL WORK and the time frame of completion will be determined if and when the services are needed by the ENGINEER. Bid Documents may be examined at the office of Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, NJ 07495. Copies of the Bid Documents may be obtained at the ENGINEER's Mahwah office on or after July 24, 1997 between 9:00 a.m. and 3:30 p.m., at a cost of $100.00 for each set (Company or certified check only, made payable to "Malcolm Pirnie, Inc."). Bid Documents are also available by mail upon receipt of two separate checks, one for $100.00 and the second for $25.00 to cover postage and handling per each set o~f Bid Documents. All checks submitted by mail must be sent to the attention of Susan Molnar, ARCS Financial Manager, at Malcolm Pirnie, Inc., 104 Corporate Park Drive, White Plains, New York 10602 (NOTE CHANGE IN ADDRESS). The ENGINEER will not be responsible for full or partial sets of Bid Documents, including any Addenda, obtained from any other source. Parties who choose not to Bid and to return a full set of the Bid Documents in good condition, up to 10 days BEFORE the Bid due date, will have their $100.00 check returned. All questions pertaining to the Bid Documents will be made in writing to the POC, no later than August 12, 1997. All Bids will be made on forms furnished in the Bid Documents and will be enclosed in a sealed envelopemarked on the outside with "Welsbach/General Gas Mantle Sites Superfund Site, Camden and Gloucester City, Camden County, New Jersey, Drilling/Exploratory Services Bid Enclosed" and addressed as follows: Malcolm Pirnie, Inc., One International Boulevard, Fifth Floor, Mahwah, New Jersey 07495-0018, Attention: Steven T. McNulty. The name and address of the Bidder will be plainly marked on the outside of the package. Each Bid must be accompanied by Bid security in the form of a certified, treasurer's or cashier's check or Bid Bond in the amount of ten (10) percent of the Bid, made payable or firmly bound to the order of Malcolm Pirnie, Inc. The attention of Bidders is called particularly to the requirements with respect to conditions of employment to be observed and minimum wage rates to be paid as required by the Bid Documents. Bidders will provide proof of experience and qualifications to perform the WORK. The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Bond each inan amount equal to 100 percent of the Contract Price. To perform this work, the successful Bidder will be a driller licensed in the State of New Jersey, have field personnel 40-hour trained in Hazardous Waste Operations in compliance with 29 CFR 1910.120(e)(4), and obtain all other licenses and permits necessary for the WORK as required by federal, state, and local statutes. The ENGINEER will conduct, prior to contract award, such investigation as is necessary to determine the performance record and ability of each Bidder to perform the size and type of work described in the Bid Documents. The Bidder will submit such information, deemed necessary by the ENGINEER, to evaluate the Bidder's qualifications. Selection will be based on price and qualifications of responsible Bidders. Before a subcontract is awarded, compliance with all USEPA requirements specified in the Bid Documents must be demonstrated and will be subject to USEPA review and consent. The ENGINEER reserves the right to: (1) reject all Bids or any Bid not conforming, in the sole opinion of the ENGINEER, to the intent and purpose of the Bid Documents; (2) postpone the award of the subcontract, or (3) cancel this solicitation at any time prior to subcontract award.
